A multilayered, multidisciplinary examination of migration in the Euro-Mediterranean region during two centuries This issue of Cairo Papers takes up the various dimensions of migration and refugees in the Euro-Mediterranean region over different periods in the last two centuries. It looks at both the migration of waves of Italians and Greeks to Egypt from the mid-nineteenth to the early twentieth century, and at migration from the Arab southern and eastern rims of the Mediterranean to Europe starting in the twenty-first century. The disciplines of history, sociology, anthropology, and political science have been mobilized to undertake the research its chapters embody. They address the history of migration in the region, relations between Mediterranean countries of origin and their diasporas, the impact of interest groups on the formulation of migration policies in countries of destination, and the policies for integration of recent flows arriving in Europe. The chapters are based on papers delivered at Cairo Papers 25th annual symposium in collaboration with the Center for Migration and Refugee Studies.

After a hasty escape to Egypt to avoid punishment for his partner, Lord Greenwich's vast financial crimes, former Mombasa solicitor and gigolo, Manik Mudigonda, is forced to adapt to a life without parties and without company in pre-World War I Cairo. Once again, the rejected Brahmin prince from Benares tries to find a niche for himself in an alien land that doesn't initially seem to have a niche for a piebald, red-eyed, bulimic criminal lawyer without much self confidence, and yet it is in arid, claustrophobic, poorly governed British Egypt that Manik's professional and personal lives come into full bloom. Not only does Manik's legal career flourish against all odds, fighting for his criminal clients' rights to appeal, coping with embedded corruption, racism, and constant condescention, but also he succeeds at initiating his first monogamous relationship, hidden from the disapproving glare of Egyptian culture. An ode to resiliance in the face of unusual hardship, the synchronicity of strength and fragility of the human psyche, and the elusive, inexplicable nature of love, Manik Mudigonda tries to narrate his life, if for no other reason than to try to remember.

This publication contains papers presented at a regional conference on Arab migration, held in Cairo in September 2003. This conference was organised jointly by the League of Arab States and the International Organization for Migration, and brought together representatives of governments and international organisations, academics and practitioners to consider how migration affects, and is in turn affected by, the countries and peoples of the region. Issues discussed include: international migration and the challenges of globalisation; Arab migration patterns in the Mashreq, Maghreb and Gulf regions; sources of remittances; the exodus of skilled labour and its impact on development; a study of Egyptian return migrants; human rights and foreign contract labour; and the links of Arab 'diasporas' to their countries of origin.

This cross-disciplinary, ethnographic, contextualized, and empirical volume explores the meaning and significance of urban space, and maps the spatial inscription of power on the mega-city of Cairo. Suspicious of collective life and averse to power-sharing, Egyptian governance structures weaken but do not stop the public's role in the remaking of their city. What happens to a city where neo-liberalism has scaled back public services and encouraged the privatization of public goods, while the vast majority cannot afford the effects of such policies? Who wins and loses in the "march to the modern and the global" as the government transforms urban spaces and markets in the name of growth, security, tourism, and modernity? How do Cairenes struggle with an ambiguous and vulnerable legal and bureaucratic environment when legality is a privilege affordable only to the few or the connected? This companion volume to Cairo Cosmopolitan (AUC Press, 2006) further develops the central insights of the Cairo School of Urban Studies.
