La Justicia Alternativa, la Justicia Restaurativa y la Cultura de Paz, son categorías ontológicas que se correlacionan intrínsecamente y no puede concebirse a una sin las otras, siendo entonces ineluctablemente interdependientes. Y aunque su esencia epistemológica mayoritariamente es de naturaleza jurídica, la realidad es que su enfoque de estudio es holístico y transversal. Es por ello que en esta obra, que hoy entregamos a nuestro afable lector, hemos intentado sistematizar los vocablos más relevantes, que gravitan en torno a la Justicia Restaurativa, desde un talante integrativo y multidisciplinar, empleando conceptos y desarrollando definiciones desde disímiles áreas del conocimiento, tales como el derecho, la sociología, la psicología, la criminología, la victimología, la filosofía, la teoría de conflictos y otras más. Empero, reconociendo mea culpa, la imposibilidad de acaparar todos los vocablos propios de esta ciencia tan vasta y heterogénea, confiamos en que el lector sabrá dispensar las omisiones (que sin duda no serán pocas) que pudieran advertirse en esta primera edición de la obra. Nos tranquiliza sin embargo, la idea de haber compilado y desarrollado un bloque suficiente de conceptos elementales, que integran las aristas generales de nuestra temática central, esperando que esta obra sea de utilidad para aquellos que se acercan apenas de forma incipiente a esta rama del conocimiento. Siendo para el docto en la materia un opúsculo meramente de reforzamiento y consulta eventual. Las definiciones que se exponen en esta obra, (cada que el propio concepto lo ha requerido y con la finalidad de profundizar en el mismo) han sido secundadas con fundamentos normativos, principalmente de la legislación nacional mexicana y de tratados de fuente internacional. En este momento coyuntural de la ciencia jurídica, en la que los modelos procesales tienden a la oralidad como metodología operativa; robustecer el caudal léxico de conceptos jurídicos y metajurídicos, se convierte en un imperativo categórico, que debemos asumir todos los que estudiamos la ciencia del Derecho. El jurista debe ser un hombre de palabra y debe esforzarse cada día arduamente para demostrarlo; pues es la palabra la que mueve al mundo, en virtud de que esta es la herramienta con la que la humanidad decodifica y construye su realidad. Finalmente, sabedores de que estamos viviendo tiempos de beligerancia exacerbada, hacemos votos para que esta obra que hoy entregamos al afable lector, pueda coadyuvar (aunque sea someramente) a la comprensión y difusión de la Justicia Restaurativa, con la esperanza de que esto nos lleve a experimentar, algún día, tanto en lo individual, como en lo colectivo, no solamente palabras basadas en una retórica idealista, sino una realidad social práctica, en la que prive verdaderamente la Justicia Humanitaria y la Cultura de Paz.

This report provides guidance in helping police and community leaders develop successful mediation programs for addressing citizen complaints against police officers. The first chapter defines mediation as "the informal resolution of a complaint or dispute between two parties through a face-to-face meeting in which a professional mediator serves as a neutral facilitator and where both parties ultimately agree that an acceptable resolution has been reached." The goals of mediation are to achieve understanding of the issues involved in the complaint, solve any problems associated with the complaint, and achieve reconciliation between the parties.
