Inhaltsangabe:Einleitung: Im Bereich der technischen Industrie wird seit der Strukturkrise der 70er Jahre intensiv über Qualitätssicherung und -management nachgedacht. Es setzte sich die Erkenntnis durch, dass eine Qualitätsprüfung als Endkontrolle keine ausreichende Qualitätssicherung gewährleisten kann. Denn werden Qualitätsmängel erst am Ende des Herstellungsprozesses festgestellt, fallen weitaus höhere Kosten für die Mängelbeseitigung an, als wenn die Fehler im Produktionsprozess sofort an ihrem Entstehungsort beseitigt werden oder - falls möglich - von vornherein vermieden werden. Die Endkontrolle wurde deshalb durch eine integrierte Qualitätssicherung abgelöst. Neuere Ansätze sind noch umfassender: Qualitätssicherung wird heute zunehmend als unternehmensweite Managementaufgabe aufgefasst. Der Qualitätsbegriff wird in der Industrie nicht mehr statisch im Sinne einer reinen Produktqualität, sondern dynamisch im Sinne einer gesamten Unternehmensphilosophie verstanden. Das oberste Ziel ist der zufriedene Kunde. Hierzu wird es als erforderlich angesehen, alle Bereiche und Tätigkeiten des Unternehmens zu erfassen und in einen kontinuierlichen Verbesserungsprozess einzubeziehen. Dieser Umdenkprozess beschränkte sich nicht auf die industrielle Produktion. Der sich insgesamt verschärfende Wettbewerb, zunehmende Regulierungen durch die Europäische Union und nicht zuletzt das allgemein gestiegene Qualitätsbewusstsein haben bewirkt, dass die Qualitätsdiskussion inzwischen sämtliche Dienstleistungsbereiche erfasst hat und nunmehr auch intensiv auf dem Weiterbildungssektor geführt wird. Das verstärkte Nachdenken über Qualitätssicherung und Evaluation in der Weiterbildung hängt auch damit zusammen, dass die Bedeutung der Weiterbildung einen immer größeren Stellenwert erreicht. So haben 1991 37% aller Deutschen im Alter von 19 bis 64 Jahren an Maßnahmen zur Weiterbildung teilgenommen. Dabei ist das Streben nach Qualitätssicherung in der Weiterbildung im Grunde nicht neu. Das erneute Aufflammen dieser Diskussion beruht neben den oben angeführten Punkte auch auf den folgenden Gegebenheiten : Aufgrund der schlechten Konjunkturlage vor der Wiedervereinigung und nach dem kurzfristigen Wiedervereinigungsboom haben viele Unternehmen ihre Mittel für Weiterbildung und Personalentwicklung gekürzt.
