In der vorliegenden Arbeit wird untersucht, inwieweit sich deutsche Unternehmer und Investoren bei der Erwägung, Russland als Firmenstandort zu wählen, von mentalen und kulturellen Differenzen, die zwischen Russland und Deutschland bestehen, beeinflussen lassen. Die Arbeit versucht, sich dieser Frage vor allem empirisch zu nähern, indem durch eine qualitative (nicht repräsentative) Befragung einer deutschen und einer russischen Stichprobe Hypothesen über das Fremd- und Selbstbild und dessen Auswirkungen auf die gegenseitige Akzeptanz als Wirtschaftspartner herausgearbeitet werden. Die Frage umfasst wirtschaftssoziologische wie allgemein gesellschaftliche Aspekte. Ziel der vorliegenden Untersuchung ist es, die Relevanz einiger signifikanter Differenzen in den Normsystemen und Zielvorstellungen beider Länder für das unternehmerische Handeln zu ergründen. Der Blick auf die Rechtsordnung, die als Normensystem die Kultur einer Gesellschaft maßgeblich mitprägt, ist dabei wichtig, kann aber für das Gesamtbild nicht ausreichen, zumal das gesetzliche Regelwerk nur eingeschränkt etwas über die tatsächliche Rechtssicherheit für Menschen und Unternehmen auszusagen vermag und hierfür insbesondere eine stabile öffentliche Verwaltung erforderlich ist. Kultur und Mentalität eines Landes und seiner Bevölkerung unterliegen einer Vielzahl von Einflüssen, die von den geografischen und klimatischen Gegebenheiten über Religionen und Weltanschauungen, die geschichtliche Entwicklung, Sprachen, Sitten, Bräuche, Kunst und Literatur bis hin zum politisch-administrativen, rechtlichen und wirtschaftlichen System reicht. Zu fragen ist auch, in welchem Grad eine dramatisierende Berichterstattung über Russland, insbesondere über die dortigen politischen und gesellschaftlichen Zustände, negativen Einfluss auf die Entscheidungsfindung potentieller deutscher Investoren ausübt oder sogar zu Verzögerungen bei der weiteren Demokratisierung und dem Ausbau der Rechtssicherheit beiträgt. Dem Verfasser geht es darum, zu klären, wie ausgeprägt das gegenseitige Verständnis bei den betroffenen Wirtschaftssubjekten wirklich ist, d.h. jenseits der öffentlichen bzw. veröffentlichten Meinung. Das Erkenntnisziel der Untersuchung besteht darin, am Beispiel der Investitionstätigkeit deutscher Unternehmer in Russland herauszufinden, ob die unterschiedlichen Meinungsbilder, welche die Bevölkerung eines Landes über das andere besitzt, einen Einfluss auf die potentiellen Investoren haben.

Thousands of companies today are overmanaged and underled, John Kotter concludes, not because managers lack charisma, but because far too few executives have a clear understanding of what leadership is and what it can accomplish. Without such a vision, even the most capable people have great difficulty trying to lead effectively and to create the cultures which will help others to lead.
