Durch ihre Bündelungen helfen sie dabei, Kosten zu reduzieren. Die Transeuropäischen Netze spielen daher eine entscheidende Rolle im wirtschaftlichen Integrations- und Kooperationsprozeß Europas. Schon 1989 betonte der Europäische Rat die Wichtigkeit der integrationspolitischen Rolle durch die Verknüpfung der Infrastrukturnetze der einzelnen Mitgliedstaaten sowie deren gemeinsame Koordinierung des Ausbaus. Mit dem Inkrafttreten des Vertrags über die Europäische Union wurde ein neuer Titel in den EG-Vertrag eingefügt: Der Titel XII „Transeuropäische Netze“ mit den Art. 129b – 129d. In dem Vertrag geht es um den Auf- und Ausbau von Transeuropäischen Netzen in den Bereichen der Verkehrs-, der Energie- und der Telekommunikationsstruktur, damit die Funktionsfähigkeit des Binnenmarktes verbessert, der wirtschaftliche und soziale Zusammenhalt der Union gestärkt sowie eine Interoperabilität herbeigeführt wird. Die EG unterstützt die Umsetzung des Kontrakts, indem sie finanzielle Hilfen an die Mitgliedstaaten erteilt. So können auch schwächere Standorte langfristig von der verbesserten Infrastruktur im Verkehrs-, Energie- und Telekommunikationssektor profitieren. Als Grundlage hierfür dient der Artikel 154 und 156 des EGV-Vertrags. Neben dem Abbau von Zöllen innerhalb der Gemeinschaft ist gerade die Vernetzung elementar, um Transaktions- und Kommunikationskosten nachhaltig zu senken. So gilt es für die EU, leistungsfähige Infrastrukturnetze innerhalb und zwischen den Mitgliedstaaten zu fördern, da sie auch insbesondere für die Entwicklung wirtschaftsschwacher Regionen wichtig sind. Denn eine verbesserte Infrastruktur bedeutet eine höhere Wettbewerbsfähigkeit Europas in seiner Gesmtheit, ein größeres Wirtschaftswachstum und damit mehr Beschäftigung. Die ordnungspolitischen Rahmenbedingungen spielen dabei eine nicht zu unterschätzende Rolle, damit lokale, regionale und nationale Entscheidungsträger optimal zusammenarbeiten können.
