Dies basiert auf der Annahme, dass die Regierung der SED die Frauen zwar als Arbeitsressource gewinnen wollte, aber an der realistischen Durchsetzung der Emanzipation kein Interesse hatten. Die Gleichberechtigung der Frauen mit den Männern gehörte in der DDR von Beginn an zu den offiziellen Zielen der sozialistischen Gesellschaftspolitik. Östlich der Berliner Mauer galt die Emanzipation der Frauen mit der Einbindung in den Arbeitsmarkt als gewährleistet. Grund für die Ermöglichung der Berufsausübung für Frauen war dabei in erster Linie die wirtschaftliche Lage des Staates. Offiziell wurde Frauen, insbesondere Müttern, die Gleichberechtigung garantiert. Allerdings hatten diese sich nicht mehr nur um die ehelichen und mütterlichen Pflichten zu kümmern, sondern auch noch um die berufliche Pflicht. Der Haushalt und die Kindererziehung war trotz propagierter Gleichberechtigung eine Angelegenheit der Frauen. Einerseits konnten Frauen im Normalfall weder beruflich aufsteigen, noch waren sie familiär dem Ehemann gleichgestellt. Andererseits aber war die Einbindung in den Arbeitsmarkt für die Frauenemanzipation nach dem zweiten Weltkrieg ein bedeutungsvoller Schritt nach vorne.
