März 1999, "54 Jahre nach dem Ende des Zweiten Weltkrieges, zehn Jahre nach dem angeblichen Ende des Kalten Krieges, pünktlich zum 50. Jubiläum des Nordatlantikpaktes" (Hartmann: 2000: 187), die ersten Bomben auf den nur noch aus Serbien und Montenegro bestehenden Reststaat Jugoslawien fielen1, "begann auch die Kriegsberichterstattung" (Hartmann: 2000: 188). Die Medien sollten in diesem nicht umsonst "Medienkrieg" genannten Angriffskrieg eine bedeutende Rolle spielen. Ihre wichtigste - militärpolitische - Aufgabe bestand in den Augen vieler Kriegsgegner darin, durch (Des)Information die "Heimatfront" von der "Unvermeidbarkeit" des Krieges zu überzeugen3. Diese Arbeit will versuchen, vor dem Hintergrund dieser These einen Überblick über die Position der bundesdeutschen Medien - am Beispiel der Presse4 - in diesem Medienkrieg zu geben. Als Grundlage dienen Publikationen zum Thema, die sowohl der kriegsbefürwortenden als auch (und diese bilden den überwiegenden Teil) der kriegskritischen Seite eine Stimme geben, um das Verhältnis von Medien und Krieg aus ihrer entsprechenden Sicht zu betrachten und einzuschätzen. Chronologisch5 soll anhand einzelner Themenbereiche beleuchtet werden, welche Rolle die Presse spielte, was und wie berichtet wurde6, ob und in welchem Umfang Manipulationen stattfanden. Kam die Presse ihrer Informationspflicht nach oder wurde (bewußt/unbewußt) Propaganda betrieben, um die öffentliche Meinung zu manipulieren und letztlich zu kontrollieren? The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. Wie Kriege dargestellt werden, hat Einfluss auf die Kriegsführung. Das gilt nicht erst für die elektronischen Waffengänge moderner Zeitrechnung. Mit dem Zweiten Golfkrieg aber, so eine gängige Lesweise, hat sich die Wahrnehmung von Kriegen selbst verändert. Was wird perzipiert, was bleibt außen vor, was geht unter in der Flut an Informationen? Nachrichten über Kriege sind immer ungleich auf Interessenlagen bezogen. In den Blick gerät, was Medien verbreiten. Andere Kriege existieren in der Realität, aber nicht im Bewusstsein von Zeitgenossen weltweit. Fiktionale Verarbeitungen von Kriegen können, anders und intensiver als die Nachricht, die Gewalt reflektieren, sie einordnen, ihr Sinn geben oder sie verwerfen. The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of "humanitarian intervention" squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions - but without Security Council authorization. This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper. The Commission recommends a new status for Kosovo, "conditional independence," with the goal of lasting peace and security for Kosovo - and for the Balkan region in general. But many of the conclusions may be beneficially applied to conflicts the world-over.

In the spring of 1945, Fuhrer and Reich Chancellor Adolf Hitler, President Edvard Benes, and Marshal Josip Broz Tito stood as examples of the complete rupture between the Germans and Austrians on the one hand, and the Czechs, Slovaks, Slovenes, Croats, Serbs, and Bosniaks on the other. The total break that occurred in World War II with war crimes, crimes against humanity, and even genocides (particularly against the Jews and "Gypsies") had a long pre-history, beginning with violent nationalist clashes in the Habsburg Monarchy during the revolutions of 1848/49. Therefore, this monograph - based on a broad range of international primary and secondary sources - explores the development of the political, legal, economic, social, and cultural "communities of conflict" within Austria-Hungary, especially in the Bohemian and South Slavic countries, the making of the Paris Peace Treaties in 1919/20 by violating President Wilson's principle of self-determination, particularly in drawing new borders and creating new economic units, and the perpetuated ethnic-national conflicts between Czechs and Germans, Slovaks and Magyars, Slovenes and Germans, Croats and Serbs as well as Serbs and Germans in the successor states, deepening the differences between the nations of East-Central Europe. Although many kings, presidents, chancellors, ministers, governors, diplomats, business tycoons, generals, Nazi-Gauleiter, higher SS and police leaders, and Communist functionaries have appeared as historical actors in the 170 years of East-Central and Southeastern European history, Hitler, Benes, and Tito remain especially present in historical memory at the beginning of the twenty-first century.
