Um die Attraktivität und Konkurrenzfähigkeit des Investitionsstandorts Deutschland zu erhöhen, wird unter anderem der nominale kombinierte Ertragsteuersatz für Kapitalgesellschaften auf ein „europäisches Niveau“ von rd. 29,83 % gesenkt. Die Ziele zu diesem Reformwerk waren neben der Verbesserung der internationalen Wettbewerbsfähigkeit eine Verbesserung der Europatauglichkeit, eine weitgehende Rechtsform- und Finanzierungsneutralität, eine Verbesserung der Planungssicherheit für Unternehmen und öffentliche Haushalte sowie eine nachhaltige Sicherung der deutschen Steuerbasis. Die Reformmaßnahmen sind mit erheblichen Steuermindereinnahmen verbunden, die einer Gegenfinanzierung bedürfen. Eine der Gegenfinanzierungsmaßnahmen stellt die Einführung einer sogenannten „Zinsschranke“ dar, in deren Rahmen Zinsaufwendungen ab einer bestimmten Größenordnung nur noch in Abhängigkeit vom erzielten Gewinn abziehbar sind.
