Die Gründe dafür sind im Wesentlichen zu hohe Kosten, aber auch qualitative Ansprüche. Die Finanzierung des Gesundheitswesens, speziell der Krankenhäuser, basiert auf zwei unterschiedlichen Säulen: ➢ Die erste Säule beschreibt die Finanzierung der strukturellen Investitionen, die aus Steuermitteln über die Bundesländer geleistet werden. Zu diesen Investitionen gehören zum Beispiel: der Neubau, der Umbau und der Ersatzbau, die Anschaffung und Wiederbeschaffung von medizinischen Wirtschaftsgütern, etc. ➢ Durch die zweite Säule werden die Betriebs- und die Behandlungskosten der Krankenhäuser getragen. Zu diesen Kosten gehören die Personalkosten, die Materialkosten, wie Kosten für Arzneimittel oder Pflegemittel aber auch die Energie-, Wasser- oder Brennstoffkosten. Diese Kosten werden vor allem von den gesetzlichen Krankenversicherungen (GKV) und privaten Krankenversicherungen (PKV) finanziert. Die geschilderte Situation hat zur Konsequenz, dass sich der Wettbewerb im Krankenhaussektor verstärkt und der Druck auf Krankenhäuser, zur Optimierung aller Prozesse, steigt. Ein wesentlicher Optimierungsansatz, der in dieser Arbeit vorgestellt werden soll, ist der Umgang mit Einweisern und potenziellen Einweisern in einem Krankenhaus, unter Verwendung einer Marketing-Konzeption.
