The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

Lying on the political fault line between East and West for the past seventy-five years, the significance of Hungary in geopolitical terms has far outweighed the modest size of its population. This book charts the main events of these tumultuous decades including the 1956 Uprising, the end of Hungarian communism, entry into the European Union and the rise to power of Viktor Orbán and the national-conservative ruling party Fidesz.

In late 1943 and early 1944, after the Nazi invasion of Russia had been turned back, Soviet troops descended upon the Caucasus, the Caspian steppes, and the Crimea without warning and brutally deported some one million of their people--Chechens, Ingush, Balkars, Karachai, Kalmyks, and Tatars--to Central Asia, Kazakhstan, and Siberia. Hundreds were executed and thousands more were to die of malnutrition, exposure, and harsh treatment. Not until the late 1950s were some of them allowed to return to their homelands, but then, and even now, under a burden of lies and guilt for the treasonous acts of a few.

The European Union is a new subject for theories of legitimacy, posing fundamental questions to the established concepts and principles of democratic theory. General compliance and popular acceptance and respect for European law is at stake. The volume addresses the main challenges of the European Union to democratic theory. The legitimacy of such transnational institutions born by political integration has so far received some but scant attention. The mere existence of the Union proves that the sovereign state cannot remain the sole focus of normative reflection. Indeed, the very conception of sovereignty is at stake. The present volume combines political science and normative political theory to offer concepts, arguments and criteria that further these debates, addressing problems of principle.

Opening Nato S Door written by Ronald D. Asmus and has been published by Columbia University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2004-08-11 with History categories.

How and why did NATO, a Cold War military alliance created in 1949 to counter Stalin's USSR, become the cornerstone of new security order for post-Cold War Europe? Why, instead of retreating from Europe after communism's collapse, did the U.S. launch the greatest expansion of the American commitment to the old continent in decades? Written by a high-level insider, Opening NATO's Door provides a definitive account of the ideas, politics, and diplomacy that went into the historic decision to expand NATO to Central and Eastern Europe. Drawing on the still-classified archives of the U.S. Department of State, Ronald D. Asmus recounts how and why American policy makers, against formidable odds at home and abroad, expanded NATO as part of a broader strategy to overcome Europe's Cold War divide and to modernize the Alliance for a new era. Asmus was one of the earliest advocates and intellectual architects of NATO enlargement to Central and Eastern Europe after the collapse of communism in the early 1990s and subsequently served as a top aide to Secretary of State Madeleine Albright and Deputy Secretary Strobe Talbott, responsible for European security issues. He was involved in the key negotiations that led to NATO's decision to extend invitations to Poland, Hungary, and the Czech Republic, the signing of the NATO-Russia Founding Act, and finally, the U.S. Senate's ratification of enlargement. Asmus documents how the Clinton Administration sought to develop a rationale for a new NATO that would bind the U.S. and Europe together as closely in the post-Cold War era as they had been during the fight against communism. For the Clinton Administration, NATO enlargement became the centerpiece of a broader agenda to modernize the U.S.-European strategic partnership for the future. That strategy reflected an American commitment to the spread of democracy and Western values, the importance attached to modernizing Washington's key alliances for an increasingly globalized world, and the fact that the Clinton Administration looked to Europe as America's natural partner in addressing the challenges of the twenty-first century. As the Alliance weighs its the future following the September 11 terrorist attacks on the U.S. and prepares for a second round of enlargement, this book is required reading about the first post-Cold War effort to modernize NATO for a new era.

Essay from the year 2020 in the subject Law - Public Law / Constitutional Law / Basic Rights, grade: 2,0, , language: English, abstract: The constitution of the Russian Federation (CoRF) from 1993 states in Article 1 (1) that the Russian Federation is a democratic state. Therefore, it is interesting to analyze the realization of the separation of powers in Russia in two perspectives: in terms of the legal grounds and also concerning its practical realization. As the predecessor states of the Russian Federation weren’t democracies in the western sense of the term, this research can provide insights how the separation of powers principle is managed in a newly democratized state. Thus, the role of separation of powers in the Russian Federations predecessor states will be analyzed, before the constitutional norms concerning the separation of powers will be investigated. In addition, the practical handling of separation of powers in the Russian Federation will be discussed and it will be given a short conclusion.
