Diplomarbeit aus dem Jahr 2003 im Fachbereich Politik - Internationale Politik - Thema: Europäische Union, Note: 2,0, Helmut-Schmidt-Universität - Universität der Bundeswehr Hamburg (Institut für Politikwissenschaft), 56 Quellen im Literaturverzeichnis, Sprache: Deutsch, Abstract: Diese Arbeit beschäftigt sich mit dem Aufbau, dem Ablauf und dem Ergebnis des Konvents zur Zukunft der Europäischen Union aus dem Blickwinkel intergouvernementaler Argumente, die auch von vielen Europaskeptikern verwendet werden. Der Intergouvernementalismus ist eine staatszentrierte Richtung der Integrationstheorie, die nationalen Regierungen werden als zentrale Akteure der Integration betrachtet. Dementsprechend liegt der Schwerpunkt der Betrachtung der Arbeit bei staatlichen Akteuren. Der Blickwinkel des Intergouvernementalismus ist für das Fallbeispiel des Konvents aus verschiedenen Gründen interessant. Intergouvernementalistische Theorien befassen sich im Allgemeinen stark mit den nationalen Regierungen und deren Verhandlungen auf großen Konferenzen. Der Konvent stellt in seiner Form eine Neuerung dar. Es stellt sich die Frage, wie sich staatliche Akteure in diesem Umfeld bewegen und wie dies theoretisch zu bewerten ist. Lassen sich intergouvernementale Prämissen und Betrachtungsweisen auch auf den Konvent anwenden? Besitzen Theorien wie der Neorealismus hier Erklärungskapazitäten? Dass auch die nationalen Regierungen sich der möglichen Tragweite des Konvents bewusst waren, zeigte sich an der Tatsache, dass sie zum Schluss sehr hochrangige Vertreter, z. B. Außenminister Joschka Fischer, zum Konvent entsandten, um ihre Interessen zu vertreten. Das Erkenntnisinteresse verteilt sich auf zwei Schwerpunktbereiche. Auf der ersten Ebene soll analysiert werden, wie sich maßgebliche Nationalstaaten wie Großbritannien und Deutschland zu national besonders relevanten Themen verhalten haben. Wer konnte seine Vorstellungen im Entwurf unterbringen? Wo sind Gewinne oder Verluste zu verzeichnen? Konnten sich die Regierungsvertreter gegen die europäischen Institutionen durchsetzen? Auf der zweiten Ebene sollen die Ergebnisse auf Grundlage des gewählten theoretischen Blickwinkels eingeordnet werden. Verhalten sich die staatlichen Akteure gemäß neorealistischer Muster? Gibt es Abweichungen, z. B. unter den verschiedenen Nationalstaaten? Ist die Theorie anwendbar auf dieses neue Phänomen der europäischen Integration? Die Arbeit soll zum einen das Verhalten staatlicher Akteure analysieren und so zum besseren Verständnis dieser neuen Form europäischer Integration dienen. Zum anderen soll ein Beitrag zur Einordnung des Phänomens Verfassungskonvent in die europäische Integrationsforschung geliefert werden.
