This book assesses the impact of the May 2019 European elections as well as the Covid-19 pandemic on the EU’s politics, institutions, and policies. Special attention is paid to the impact of these events on the different political forces as well as on the Union’s institutional balance, its priorities and the reform of its budget and policies. Because of the many post-electoral uncertainties, the book also takes into account how the relations between the Parliament, the European Council and the new Commission have developed. Furthermore, it analyses the capacity of the von der Leyen Commission to implement an ambitious programme, especially in the context of an unfolding pandemic. This book addresses an under-researched area within populism studies: the discourse of supporters of populist parties. Taking the 2019 European elections as their case study, the authors analyse how supporters in eleven different countries construct identities and voting motivations on social media. The individual chapters comprise a range of methods to investigate data from different social media platforms, defining populism as a political strategy and/or practice, realised in discourse, that is based on a dichotomy between “the people”, who are unified by their will, and an out-group whose actions are not in the interest of the people, with a leader safeguarding the interests of the people against the out-group. The book identifies what motivates people to vote for populist parties, what role national identities and values play in those motivations, and how the social media postings of populist parties are recontextualised in supporters’ comments to serve as a voting motivation.

This edited volume revolves around two sets of questions. First, what do the 2019 European elections suggest about the extent to which the mainstream parties of the left are attempting to deal with their decline through an increased, common, emphasis on their project for a more integrated, 'social Europe' as opposed to an emphasis on the more 'traditional', domestically-focussed, issues? Given the heightened profile of Europe in domestic politics; given the polarisation around Europe; given the way in which (especially in the countries of the Eurozone) media discussion of the domestic implications of EU decision-making can influence the climate of opinion regardless of the actions of domestic party actors themselves, we would expect the social democrats among them to seek to reassert control over the conditions of opinion formation through a renewed emphasis on integration (as well as its benefits and its potential as a source of identities to rival national, exclusionary identities) in opposition to their populist and Eurosceptical adversaries. Political science research, especially in recent times, has recognized the centrality of party and executive leaders and their individual characteristics. The attention has been mostly directed towards individual leadership. However, one-chief leadership is not the only existing model of party governance, and some recent developments seem to have put forms of collective leadership into the spotlight. Two parties that have recently achieved remarkable electoral results, the Italian Five Star Movement and the German Alliance 90/The Greens, can be considered examples of alternative models of leadership. This book calls for a deep and systematic analysis of cases of parties in which powers and responsibilities appear to be shared among different individuals rather than being concentrated in the hands of just one leader. Drawing on the literature of organization and management theory, the book fills a gap in the literature of political science by developing a theoretical framework that may provide researchers with the tools for proceeding with the analysis of cases of party collective leadership. To illustrate their approach, the authors have selected three cases – the German Greens, Alternative for Germany, and the Five Star Movement in Italy – that show significant variation across types of collective leadership. The outcome of the empirical analysis contributes to a better knowledge of the nature and functioning of party leadership as well as raises questions that could be further addressed in future research.
