Nato intervention in Kosovo marked a major turning point in post cold war international relations. While some western commentators argued that it was the first war to be fought on purely moral grounds, Serbian, Russian and Chinese assessments were sharply different.This highly original addition to the literature on Kosovo highlights the importance of perspective to an understanding of both the causes and consequences of war. It makes clear that the conceptual lenses, paradigms or frameworks through which political actors view reality in turn affect their understanding of the behaviour of others and their reactions to it. The authors, a team of regional experts on the countries covered, examine the way the war has been understood in countries involved in and peripheral to the conflict. Their aim is to provide a broad yet highly nuanced picture of this focal point of Balkan unrest.The book opens with an introduction to the historical and regional context of the conflict. The authors go on to present twelve case-studies, ranging from Serbia, and the other former Yugoslav republics, to the USA and to China. These detailed regional studies highlight the considerable variation in the key states' perceptions of their national interest and their perceptions of what constitutes legality or legitimacy. In each case, domestic constraints are explored and the ways in which differing perspectives of political and military leadership fed into the crisis are examined. Further thematic chapters determine the war's consequences and the lessons to be drawn in terms of the wider issues of refugees, humanitarian intervention, European security, and geopolitics.

The central aim of this book is to foster connections between scholarly discussions of German foreign policy and broader theoretical debates in International Relations and beyond. While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. The chapters in this book were originally published as a special issue of German Politics.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.
