Diesen häufig zitierten und gefeierten Denkmälern persönlichen Widerstands lassen sich freilich nicht weniger eindrucksvolle und exemplarische Fälle beherzten Widerstands, hoher Risikobereitschaft und moralischer Integrität Einzelner an die Seite stellen, die bislang – da nicht Teil von Haupt- und Staatsaktionen – weitgehend unbekannt geblieben sind. Solche Geschichten von der Herausforderung des Einzelnen zu erzählen, war eines der Ziele des vorliegenden Bandes. Sie verstehen sich nicht als „Heldengeschichten“ oder „Widerstandslegenden“, die zwar imponieren, jedoch kaum Verständnis für die Bedingungen der Zeit fördern oder die Verschränkung von überindividuellen Bedingungen mit höchst persönlichen Impulsen deutlich machen können, aus der heraus Widerstandsverhalten erst entspringt. Deshalb mussten Lebensprägungen, Milieus, Veranlagungen, anerzogene Einstellungen, Umwelteinflüsse, Interessen, oft verzweifelte Lebenslagen u.a.m. so anschaulich und konkret wie möglich beschrieben werden. Das „Heldische“ verliert sich dabei, das respektabel Menschliche tritt umso plastischer hervor. Zum Widerstand des Einzelnen gehören auch die – zum Teil durchaus nicht spektakulären – Formen der Auflehnung des „kleinen Mannes“, Fälle von Nonkonformität und Opposition, die von ihrem Anlass überwiegend unpolitisch und sozusagen privat waren, bis hin zu Fällen, in denen der Begriff des Widerstands fraglich wird und sich ganz auflöst. Die Geschichten sind zu verstehen als individuelle Ausschnitte und Variationen der allgemeinen Geschichte des Widerstands und der Verfolgung in der NS-Zeit.

At the end of World War II, Gen. Dwight D. Eisenhower, fearing that retreating Germans would consolidate large numbers of troops in an Alpine stronghold and from there conduct a protracted guerilla war, turned U.S. forces toward the heart of Franconia, ordering them to cut off and destroy German units before they could reach the Alps. Opposing this advance was a conglomeration of German forces headed by SS-Gruppenführer Max Simon, a committed National Socialist who advocated merciless resistance. Under the direction of officers schooled in harsh combat in Russia, the Germans succeeded in bringing the American advance to a grinding halt. Caught in the middle were the people of Franconia. When confronted by a range of violent actions perpetrated by lone individuals, contemporary society exhibits a constant tendency to react in terms of helpless, even perplexed horror. Seeking explanations for the apparently inexplicable, commentators often hurry to declare the perpetrators as “evil”. This question is not restricted to individuals: history has repeatedly demonstrated how groups and even entire nations can embark on a criminal plan united by the conviction that they were fighting for a good and just cause. Which circumstances occasioned such actions? What was their motivation? Privatization the transfer of responsibility for public services from the public to the private sector currently evokes intense interest from policy makers. To its advocates, privatization conjures up visions of a lean, streamlined public sector reliant upon the private marketplace for the delivery of public services. To opponents, it conjures up visions of a beleaguered government bureaucracy ceding vital public services to unreliable entrepreneurs. At best, privatization can reduce the costs of government and introduce new possibilities for the better delivery of services. At worst, it may undermine equity, quality, and accountability. In Privatization and Its Alternatives distinguished scholars from several social science disciplines evaluate privatization efforts in the United States and abroad, and at different levels of government: federal, state, and local. They look primarily at three important policy areas education, housing, and law enforcement that sharply illustrate the dilemmas facing policy makers as the debate about privatization shifts from the delivery of hard services, such as refuse collection, to human services. Contributors have very different perspectives: some are enthusiastic about privatization, others are very skeptical indeed. None of these papers has been published elsewhere; the volume developed from a 1987 conference on privatization sponsored by the La Follette Institute of Public Affairs at the University of Wisconsin Madison. A particular strength of this collection lies in its consideration of alternative forms of service delivery. The privatization of public housing, for instance, may involve subsidies to the poor (vouchers), tenant management (a hybrid form of privatization), or outright sale. How, and how well, have such policies worked?
