Corruption undermines nearly all key legal and developmental priorities today, including the effective functioning of democratic institutions and honest elections; environmental protection; human rights and human security; international development programs; and fair competition for global trade and investment. This book chronicles the global anticorruption steps taken since the movement advanced after the end of the Cold War. It provides a realistic assessment of the present state of affairs by critically evaluating what existing anticorruption programs and treaties have accomplished and documenting their shortcomings, while developing an action agenda for the next decade. The authors argue that reformative action is imperative, and the forces of globalization and digital communication will level the playing field and erode the secrecy corruption requires. Inhaltsangabe:Einleitung: Das Thema meiner Arbeit ist die Korruption, ein besonderes Phänomen, das von den einen moralisch verdammt, von den anderen als unverzichtbares Mittel zur Durchsetzung von Interessen gesehen wird. Das erste Buch, das mir zum Thema Korruption in die Hand fiel, war Horst-Eberhard Richters Die hohe Kunst der Korruption. Erkenntnisse eines Politik-Beraters . In dieser Realsatire macht sich ein Politikberater zum engagierten Fürsprecher der Korruption. Er will, dass die Korruption rehabilitiert wird, denn ohne betrügerische Manipulation der Massen sei keine moderne Gesellschaft mehr regierbar. Der Ton, den der fiktive Politikberater in diesem Buch anschlägt, ist ein anderer als jener, den man sonst kennt, wenn wieder einmal, etwa in Folge eines Skandals, über die Korruption gewettert wird. Während die einen über die Abzocker, Beutelschneider und Durchstecher schimpfen und die Korruptionisten als Totengräber unserer Marktwirtschaft bezeichnen, gibt der Politikberater den amtierenden und nachwachsenden Führungskräften Ratschläge zur Vervollkommnung der ars corrumpendi. Die Korruption scheint also eine zweischneidige Angelegenheit zu sein, daher auch die Ausweitung des Titels meiner Arbeit auf den Schaden und Nutzen der Korruption . Der Nutzen der Korruption für die Führungskräfte, wie sie sich der Politikberater wünscht, ist klar: Die Korruption dient als Mittel zum Machterhalt. Mich interessiert hier aber weniger der Vorteil einer einzelnen Führungskraft als vielmehr der potentielle Nutzen, den eine Demokratie aus der Korruption ziehen kann. Korruption und Demokratie das mag bei Betrachtung der schädlichen Wirkungen von Korruption wie ein Widerspruch erscheinen. Trotzdem will ich überprüfen, ob die Korruption nicht auch der Demokratie bisweilen dienlich ist, und halte es mit Leslie Holmes, der die These vertritt, dass uns die Anerkennung des potentiell funktionalen Charakters der Korruption zu verstehen hilft, warum staatliche Versuche der Korruptionsbekämpfung oft so uneindeutig sind. Das Fallbeispiel, an das ich mich in meiner Arbeit über die Korruption anlehne, ist Italien. Zu Korruptionskritik ist gegenwärtig national und international viel zu hören, nur wenige Beiträge allerdings entstammen der Theologie. Das hat auch mit begrifflichen Unklarheiten zu tun. Von geschäftlichen "Gefälligkeiten" und Abgeordnetenbestechung in Antike und Moderne über das mittelalterliche Ablasswesen und den noch lange üblichen Ämterkauf bis hin zur Verwendung des Korruptionsbegriffs als Instrument im politischen Kampf reicht das Spektrum. Begegnen will man der Korruption vor allem durch die Verabschiedung scharfer Gesetze. So unterstützenswert solche Maßnahmen sind, ihre weitgehende Wirkungslosigkeit bekräftigt die theologische Einsicht, dass Korruption mit der grundsätzlichen "Sündhaftigkeit" des Menschen zu tun hat. Daher muss es neben der Unterstützung juristischer und wirtschaftlicher Vorgehensweisen im Kampf gegen die Korruption auch Aufgabe christlicher Kirchen sein aufzuweisen, wie sehr Korruption als "Habgier" die Grundlagen unserer Gesellschaft zu zerstören droht und wie aus der Perspektive des christlichen Menschenbildes solches Verhalten überwunden werden kann. This also has to do with conceptual ambiguities. The spectrum extends from business "favors" and MPs bribery in antiquity and modernity, about medieval indulgences, and the long until the present usual purchase of offices, up to using the term 'corruption' as a tool in political struggles. Often one wants to counter corruption in particular through the adoption of harsh laws. So worth supporting such measures, their widespread ineffectiveness affirms the theological insight that corruption has to do with the basic "sinfulness" of man. Therefore, it must be also the task of Christian churches in addition to supporting juridical and economic practices in the fight against corruption to exhibit first, how much corruption threatens to destroy the foundations of our society in the framework of the popular image of man embossed by rationality, but also by greed, and then, how this thinking and behavior can be overcome from the perspective of the Christian human being.

Informal relations have been one of the major research topics of the social sciences since the 1990s. In order to allow for meaningful comparisons between different combinations of the positive and negative effects of informal relations on democratic representation, this book focuses on post-socialist Central and Eastern Europe as a particular region where formal democratic rules have been established, but competing informal rules are still strong. A broad spectrum of related analytical concepts is discussed from different perspectives and from different academic disciplines, then empirical cases of the relationship between informal relations and democratic representation are analyzed. The contributions span the whole continuum, as we perceive it, from civil society networks seen as supporting democratic representation to the perversion of democratic representation through political corruption. The final part of the book takes a closer look at corruption through four case studies from Russia.
