Die Leitlinien einer sogenannten "produktiven Fursorge" sorgten fur eine restriktive Anwendung der Unterstutzungskriterien. Grundsatzlich galt die Arbeitsmarktintegration in den Augen der staatlichen Organe als das geeignete Mittel zur Beseitigung des Unterstutzungsproblems. Die Konzepte der Fursorgepolitik in der DDR waren kaum von sozialpolitischen Innovationen gepragt, sondern standen fest in der Tradition der deutschen Fursorgepolitik.

A History of Twentieth-Century Germany provides a survey of German history during a century of extremes. Ulrich Herbert sees German history in the 20th century as determined by two contradictory perspectives.
