Leben wir noch in einer Demokratie? Oder leben wir in einer Zeit, in der eine Transformation der politischen Systeme stattfindet? In der neue Strukturen in der Politik entstehen, die als eine Art Bypass demokratische Strukturen umgehen? Wodurch private Akteure die politische Bühne betreten, Prozesse und Inhalte zu ihren Gunsten beeinflussen und die Politik einer massiven Ökonomisierung aussetzen? Konsequenz dieser Transformation, die gemeinhin als Neoliberalismus beschrieben wird, ist die Entfaltung eines finanzkapitalistischen Repräsentationssystems. In politischen Entscheidungen werden immer häufiger Marktakteure repräsentiert, die zur Finanzierungsgrundlage der Politik geworden sind. Der Wähler dient nur noch als Quelle zum Machterwerb. Für das neue Repräsentationssystem bilden sich neue Institutionen im politischen System, während Parlamente auf Marktkonformität getrimmt werden - oder demokratische Institutionen ganz verschwinden. Durch Freihandelsabkommen sollen diese neuen Strukturen implementiert werden. Dadurch entziehen sich Wirtschaft und Finanzen endgültig einer demokratischen Regulierung. Die Folge ist eine soziale Ungleichheit, die wieder ein Niveau wie zu vordemokratischen Zeiten erreicht. Demokratische Mitbestimmung über die Verteilung des erwirtschafteten Wohlstands droht, eine Besonderheit des 20. Jahrhunderts zu bleiben.

Diplomarbeit aus dem Jahr 2009 im Fachbereich Politik - Politische Systeme - Politisches System Deutschlands, Note: 1,7, Universität Augsburg, Sprache: Deutsch, Abstract: Die hier vorliegende Arbeit beschäftigt sich mit der Ökonomisierung von Sozialpolitik, angewandt auf das deutsche Sozialstaatsmodell im Allgemeinen und die Alterssicherung im Besonderen. Ökonomisierung meint in diesem Zusammenhang, dass Marktmechanismen Eingang in die sozialstaatliche Architektur finden: sei es bei der Produktion sozialer Güter über Wohlfahrtsmärkte oder durch veränderte Begründungsmuster sozialer Leistungszuweisung, Stichwort social investment state. Diese Entwicklungen sind der Grund für eine neue Risikoverteilung sowie eine veränderte Akteurslandschaft. Die Ökonomisierung von Sozialpolitik verändert den deutschen Sozialstaat, indem neue Begründungen und Steuerungsformen die bisherige sozialstaatliche Architektur in Teilen neu ausrichten und traditionelle Arrangements ersetzen. Anhand der Alterssicherung lässt sich dies gut nachvollziehen. Durch Wohlfahrtsmärkte und soziale Investitionen betreibt der neue Sozialstaat Sozialpolitik durch Märkte, anstatt Sozialpolitik gegen Märkte. Neue Entwicklungspfade wurden so im „deutschen Modell“ eröffnet. „‚Alles weitere’, so heißt es bei Smith, ‚entsteht durch den natürlichen Gang der Dinge.’ Die Geschichte scheint ihm insoweit Recht zu geben, als sich die Marktlogik, wo sie einmal gesät war, in der Langfristperspektive beständig und gegen allfällige Widerstände ausbreitete, und tatsächlich, wie es Marx und Engels im ‚Kommunistischen Manifest’ voraussehen, alle sozialen und politischen Verhältnisse revolutioniert hat.“ (Czada 2004: 10f).

Federalism has played a central role in charting educational progress in many countries. With an evolving balance between centralization and decentralization, federalism is designed to promote accountability standards without tempering regional and local preferences. Federalism facilitates negotiations both vertically between the central authority and local entities as well as horizontally among diverse interests. Innovative educational practices are often validated by a few local entities prior to scaling up to the national level. Because of the division of revenue sources between central authority and decentralized entities, federalism encourages a certain degree of fiscal competition at the local and regional level. The balance of centralization and decentralization also varies across institutional and policy domains, such as the legislative framework for education, drafting of curricula, benchmarking for accountability, accreditation, teacher training, and administrative responsibilities at the primary, secondary, and tertiary levels. Given these critical issues in federalism and education, this volume examines ongoing challenges and policy strategies in ten countries, namely Australia, Austria, Belgium, Canada, Germany, Italy, Spain, Switzerland, United Kingdom, and the United States. These chapters and the introductory overview aim to examine how countries with federal systems of government design, govern, finance, and assure quality in their educational systems spanning from early childhood to secondary school graduation. Particular attention is given to functional division between governmental layers of the federal system as well as mechanisms of intergovernmental cooperation both vertically and horizontally. The chapters aim to draw out comparative lessons and experiences in an area of great importance to not only federal countries but also countries that are emerging toward a federal system.

This book represents the work of the European Research Network: Inclusive Society and the Role of Social Work, which comprises researchers from Barcelona, Spain; Koblenz, Germany; Maastricht, The Netherlands; and Zagreb, Croatia. The authors present research results and reflections from these four different European countries to provide a comprehensive introduction and discussion of the ambivalences of inclusive processes in society and social work. The development towards an inclusive society is a subject of ongoing discussion in Europe. How the subject is addressed, through an examination of political and social characteristics, differs significantly by country. Each country-specific chapter includes evidence-based reflections on inclusive society and the role of social work: In The Netherlands, there is evidence of a top-down process implementing inclusive social policy and social work principles through the self-proclaimed ‘participation society’. In Spain, the process to inclusion is accompanied by the third sector often replacing governmental responsibilities, namely through the bottom-up activities of non-governmental organizations in social work. In Croatia, inclusion is a state initiative in transitioning society and an academic approach to deinstitutionalising social work. In Germany, inclusion is discussed in social systems theory and the reform of school systems. In the migration discourse it was introduced as a less-loaded alternative to integration. Ambivalences of Inclusion in Society and Social Work: Research-Based Reflections in Four European Countries is a useful resource for learners, teachers, practitioners, and researchers in social work, as well as those who have an interest in social policy, social welfare, and sociology.

This book presents comparative analyses and accounts of the institutional changes that have occurred to the local level delivery of public utilities and personal social services in countries across Europe. Guided by a common conceptual frame and written by leading country experts, the book pursues a “developmental” approach to consider how the public/municipal sector-centred institutionalization of service delivery (climaxing in the 1970s) developed through its New Public Management-inspired and European Union market liberalization-driven restructuring of the 1980s and early 1990s. The book also discusses the most recent phase since the late 1990s, which has been marked by further marketization and privatization of service delivery on the one hand, and some return to public sector provision (“remunicipalization”) on the other. New knowledge, created in international cooperation, is essential for global sustainability. Set against this background, this study focuses on German science policy for research cooperation with developing countries and emerging economies in sustainability research. Based on interviews with policy makers and researchers, the book scrutinizes the actors, processes and contents of science policy in Germany. The author argues that science policy mainly aims at German economic benefits and technology development. This, however, negatively influences global sustainability. To counter existing path dependencies, the author provides recommendations for sustainability-oriented scientific practice and science policy.
