Inhaltsangabe:Einleitung: Die Arbeit befasst sich mit der Entwicklung strukturschwacher Regionen. Sie schlägt einen Paradigmenwechsel in der Regionalentwicklung vor: An die Stelle aussengesteuerter, hierarchischer, subventions- und interventionsgeprägter Programme sollen Initativen treten, welche die endogenen Potentiale der Region nutzen und stärken. Aus passiv Betroffenen sollen Akteure werden, welche durch die Stärkung ihrer Handlungskompetenz (personale, soziale, methodische und fachliche Kompetenzen) den Strukturwandel in ihrer Region selbständig gestalten, indem sie eigenständig ökonomisch, ökologisch und sozial nachhaltige Projekte initiieren und durchführen. Die Lernende Region ist ein transdisziplinäres Konzept; sie basiert auf Ansätzen aus der Soziologie (Netzwerke), der Organisationsentwicklung (organisationales Lernen) sowie aus der Entwicklungszusammenarbeit (Participatory Learning and Action). Im theoretischen Teil wird zunächst der Frage nachgegangen, welchen Charakter individuelles und kollektives Wissen haben, wobei die unterschiedlichen Facetten von Wissen im Begriff der Wissensbasis zusammengefasst werden. Sowohl Individuen als auch Kollektive (Gruppen, Organisationen, Regionen, usw.) verfügen über eine Wissensbasis. Die Frage nach der Weiterentwicklung der Wissensbasis also dem Lernen nimmt in diesem Kapitel eine prominente Stellung ein. Von besonderem Interesse ist dabei die Frage, wie ein Kollektiv (in konkreten Fall eine Region) lernen kann. Nach der Auswertung konventioneller Ansätze der Förderung strukturschwacher Gebiete sowie neuerer Tendenzen in der Regionalentwicklung wird das Konzept der Lernenden Region postuliert. Sie basiert im Wesentlichen auf der Schaffung und Förderung einer möglichst breit verankerten regionalen Lernkultur als Motor der Weiterentwicklung der regionalen Wissensbasis. Die Umsetzung des Konzeptes soll von sogenannten Initiatoren getragen werden, deren Aufgaben sowohl in der Schaffung und Aktivierung von regionalen Netzwerken als auch in der Begleitung der regionalen Akteure in Lernprozessen liegen. Durch die sich abzeichnende Oeffnung der Agrarmärkte ist die schweizerische Bauernschaft (und mit ihr die ländlichen Regionen) besonders stark mit einem tiefgreifenden Strukturwandel konfrontiert. There has been a great deal of restructuring of rural places and communities under globalisation, highlighting the interaction of local and global actors to produce new hybrid socio-economic relations. Recent research highlights the heterogeneity of globalisation in which rural places are different to each other, but also different to how they were in the past. Bringing together an interdisciplinary team of academics, and comparative case studies from Europe (West and East) and Asia, this book explores and discusses opportunities and challenges associated with globalising rural places, and identifies possibilities for policy and practical intervention by rural development actors. Special attention is paid to multi-scalar processes through which rural places are reshaped through globalisation. Taking a geographical approach, the book produces new critical work on the interdependence between globalisation and rural spaces. It is organised into five sections: Part I focuses on ’Global-Rural Linkages’ showing the multifaceted interrelation between actors at different geographical scale and demonstrating that globalisation is not only external to rural spaces. Part II on ’Rural Entrepreneurship and Labour Markets’ explores the potential of business start-ups in rural spaces which are not only necessity driven. Part III ’Rural Innovation and Learning’ shows that rural places are also places for innovation and learning. Part IV on ’Rural Policies and Governance’ argues that regional policies for rural places should promote side activities to maintain social capital and that regional policy should take a more integrative perspective between urban and rural spaces in order to explore complementary development paths. The concluding chapter ’New Approaches to Rural Spaces’ discusses new approaches to globalising rural places in relation to the preceding chapters published in this book.

What can be understood by spatial transformation, how does it manifest itself and what are the characteristics of transformation processes? This Research Report addresses these questions and presents current research projects and approaches from an academic and practical (planning) perspective. A central point of reference is the concept of a "Great Transformation", which stems from an expert report by the German Advisory Council on Global Change (WBGU). It outlines the profound changes in the economy and society towards sustainability that will become necessary in the future, describing them as a "Great Transformation". Likewise, social upheavals also manifest themselves in space, enabling spatial changes to be understood as spatial transformations. However, on a detailed level it remains unclear what is to be understood by spatial transformation processes and how they manifest themselves. Against the background of this need for (further) research, this Research Report addresses concrete issues in the research and shaping of spatial transformation processes. The aim is to systematise the largely unordered or disordered knowledge of spatial transformation processes and to contribute to a common understanding of the associated concepts, which can form the basis for further research and for the steering of these processes. Die Popularität solcher Ansätze und Theorien scheinen dabei einer Fluktuation zu unterliegen und werden zu unterschiedlichen Zeitpunkten mehr oder minder heiß diskutiert. Mitte der 1990er Jahre war für die Regionalentwicklung unter anderem der Ansatz der Lernenden Region ein viel besprochenes Konzept. Um dieses Konzept besser einordnen zu können, sollen in dieser Arbeit wesentliche Punkte des Konzeptes vorgestellt und kritisch betrachtet werden. Dazu wird im Kapitel zwei der Wandel wirtschaftlicher Aktivitäten sowie verbundenen Änderungen der Anforderungen an Unternehmen erläutert. nschließend befasst sich das Kapitel drei intensiver mit dem Konzept der Lernenden Region. Auf Grundlage der im Kapitel drei erläuterten Merkmalen und Definitionen werden im Kapitel vier zwei Fallbeispiele vorgestellt und anschließend der Spannungsbogen des theoretischen Ansatzes in der Praxis überprüft und hinsichtlich der Umsetzbarkeit betrachtet. Ziel dieser Arbeit soll es sein, die Lernende Region charakteristisch vorzustellen. Zum Ende der Untersuchung wird sich zeigen in wie weit es Die Lernende Region gibt und wo Mängel bestehen.
