So kann es sich dabei um eine Institution handeln, in welcher Bücher (und andere Medien) ausgeliehen werden können, oder aber auch um den Raum eines Hauses, in dem Bücher in Regalen aufbewahrt werden. Im Zeitalter der Digitalisierung handelt es sich bei einer„Bibliothek“ jedoch auch um ein Computerprogramm, welches Daten sammelt, ordnet und wiedergibt. Die folgende Ausführung beschränkt sich auf die erstgenannte Bedeutung. Es geht um die Aufgaben und Funktionen von Bibliotheken als Institutionen der Bücher- und Mediensammlung. Ganz pragmatisch leitet sich der Begriff „Bibliothek“ aus dem Griechischen ab, welches darunter eine simple Bücherablage und ein zur Bücheraufbewahrung genutztes Regal meint. Die Hauptaufgabe von Bibliotheken, so das planvolle Sammeln, Ordnen, Erschließen und Vermitteln von Informationen in Text-, Bild- und (neuerdings auch) Dateiform als Grundanspruch ist über die vergangenen Jahrtausende stets die dieselbe geblieben. Mit dieser kurzen Definition kann die Frage nach der Aufgabe und Bestimmung einer Bibliothek prägnant beantwortet werden. Jedoch haben auch Bibliotheken eine wechselvolle Geschichte, sie haben sich entwickelt und wurden ausgelöscht, erlebten Kriege, Revolutionen und Restriktionen. Diese beeinflussten auch deren Aufgaben und Funktionen – wie in allen Wissenschaften sind auch bei dieser Fragestellung soziokulturelle und historische Kontexte von eminenter Bedeutung. Es gilt also, die Anforderungen an Bibliotheken in verschiedenen Zeiträumen zu untersuchen. Für Deutschland (und später tragischerweise auch Europa) einschneidend war die Zeit von 1933 – 45, ebenso wichtig für die moderne Bibliotheksentwicklung die Zeit des Kalten Krieges bis 1990. Um die Entwicklungen während der NS-Zeit zu differenzieren, wird hier auch auf die Gegebenheiten in Österreich vor und nach dem „Anschluss“ im Jahr 1938 eingegangen. Diese, gerade für die deutsche Geschichte, so katastrophalen wie auch prägenden Abschnitte generieren den Gesichtspunkt der Bibliothek als ein die Demokratie tragendes Element. Gleichzeitig sollen die Funktionsweisen und Anforderungen an die moderne Bibliothek im 21. Jahrhundert entwickelt und erörtert werden.
