Jahrhunderts befanden sich die europäischen Großmächte, die zu der Zeit die Weltordnung in politischer, ökonomischer und militärischer Hinsicht dominierten, in einem kolonialen Wettbewerb, in dem es um die Erweiterung bzw. Aufrechthaltung ihrer jeweiligen Herrschaftsgebieten ging. Jedoch änderte sich das bis dahin bestehende Mächtegleichgewicht durch die Schwächung der Großreiche, wie des Russischen Reiches oder des Osmanische Reiches, und den Einstieg neuer Mächte, wie Italien und das Deutsche Reich, die sich allmählich aber offensiv an dem kolonialen Wettbewerb beteiligten. Somit standen die europäischen Mächte zu Beginn des 20. Jahrhunderts gegeneinander, woraus zwei Weltkriege folgten, die Europa und die Gesamtstrukturen der damaligen Weltordnung erschütterten (vgl. Watrin 1989: 14). Diese Kriege und die aus ihnen resultierende politische, wirtschaftliche und militärische Schwächung europäischer Mächte schufen die Bedingungen, unter denen die USA als eine neue Macht hervortreten konnten, die während dieser Kriege sukzessive an weltpolitischem Einfluss gewann und sich schließlich als Weltmacht durchsetzten (vgl. Gelvin 2008: 257f). Trotz zahlreicher Herausforderungen besetzen die USA auch heute noch eine globale Machtposition, die auf Präsenz in zahlreichen Weltregionen basiert. In diesem Zusammenhang ist der Nahost eine der Regionen, in denen die USA durch ihren politischen, wirtschaftlichen oder militärischen Einfluss eine Vormachtstellung genießen. Im Nahen Osten konnten sich die USA vor allem erst infolge des Niedergangs des britischen Einflusses und der nach dem zweiten Weltkrieg zunehmenden Ost-West-Bipolarität als Macht etablieren (vgl. Hacke 1985: 1).
