Studienarbeit aus dem Jahr 2007 im Fachbereich Politik - Thema: Internationale Organisationen, Note: 1,0, Albert-Ludwigs-Universität Freiburg (Seminar für Wissenschaftliche Politik), Veranstaltung: Hauptseminar, Sprache: Deutsch, Abstract: Der Sicherheitsrat der Vereinten Nationen ist das „wichtigste und weltweit einzige völkerrechtlich legitimierte Gremium zur Wahrung und Durchsetzung des Weltfriedens und der internationalen Sicherheit.“ Seit seinem Bestehen ist seine Zusammensetzung immer wieder kritisiert worden, nicht zuletzt durch die lange Phase der Lähmung durch den Ost-West-Konflikt. Nach dessen Überwindung besteht ein historisches `Fenster der Gelegenheiten ́ zur Durchführung einer Reform des Sicherheitsrats – bezüglich seiner Zusammensetzung sowie seiner Befugnisse. Zahlreiche Reformvorschläge wurden seither in die Debatte eingebracht. Der "Millenniums-Weltgipfel", der im September 2005 in New York stattfand, endete jedoch nicht mit der Verabschiedung eines detaillierten Reformplans, sondern ließ den Rat und die mit ihm verbundenen Probleme in den Hintergrund rücken. Warum wurde dieses wichtige Reformvorhaben einer Umgestaltung des Sicherheitsrats (SR) bisher nicht umgesetzt? Die vorliegende Arbeit widmet sich dieser Frage, in dem sie die Gründe für die notwendige Reform herausarbeitet und damit die Schwierigkeiten einer Umgestaltung deutlich macht. Dazu werden in einem ersten Schritt die Zusammensetzung und die Befugnisse des SR in seiner derzeitigen Form vorgestellt. Mit dieser Grundlage werden dann die Gründe für eine Neuausrichtung und deren chartarechtlichen Grundlagen beschrieben. In einem dritten Schritt werden die wichtigsten bisher geäußerten Reformvorschläge seit den 90er-Jahren analysiert und in einem vierten Schritt daraus die Reformhindernisse extrahiert und darauf aufbauend ein Ausblick auf die Möglichkeiten und die Durchsetzungsfähigkeit einer Neuordnung des SR gegeben. In der Schlussbetrachtung wird dann ein Fazit aus den zuvor erarbeiteten Sachverhalten gezogen.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history.
