Die Bundestagswahl 1998 hat zum ersten direkt durch Wahlen erzwungenen "Machtwechsel" in der Geschichte der Bundesrepublik geführt. Für die Wahl- und Einstellungsforschung stellt sich zum einen die Frage, welche Motive für diesen Wechsel ausschlaggebend waren. Zum anderen ist dies Anlass danach zu fragen, in welchem Ausmaß im vereinigten Deutschland weiterhin zwei getrennt Elektorate - eine westdeutsche und eine ostdeutsche Wählerschaft - existieren. Die Beiträge dieses Bandes, die aus zwei Tagungen des Arbeitskreises "Wahlen und politische Einstellungen" der Deutschen Vereinigung für Politische Wissenschaft (DVPW) hervorgegangen sind, analysieren konkurrierende Erklärungsansätze für die Entscheidung der Wähler bei der Bundestagswahl 1998 und untersuchen die Entwicklung der Gemeinsamkeiten und Unterschiede zwischen ost- und westdeutschen Wählern. Analysiert werden verschiedene Aspekte der Wahlentscheidung, wie die Nichtwahl, das Stimmensplitting und die Wechselwahl. Als Erklärungsfaktoren werden die sozialstrukturelle Zusammensetzung der Wählerschaft, die Mediennutzung sowie Einstellungen gegenüber politischen Parteien, Kanzlerkandidaten, politischen Sachfragen und der Demokratie behandelt. Daneben enthält der Band auch Beiträge, die sich mit wichtigen Entwicklungen und methodischen Grundproblemen der Wahl- und Einstellungsforschung beschäftigen.

Dirk Petter legt in seinem Buch neue Facetten der viel zitierten „Erbfreundschaft“ zwischen der Bundesrepublik Deutschland und Frankreich frei. Die deutsch-französischen Beziehungen der 1970er Jahre sind in der heutigen Wahrnehmung vor allem durch das erfolgreiche politische Handeln des „Tandems“ aus Valéry Giscard d’Estaing und Helmut Schmidt gekennzeichnet. Dagegen werden die Konflikte, die sich in einer Reihe öffentlicher Auseinandersetzungen äußerten, kaum erinnert. Jenseits der „großen Politik“ richtet Petter sein Augenmerk auf den Annäherungsprozess zwischen Deutschen und Franzosen und untersucht das Wirken ausgewählter Akteure des staatlichen wie gesellschaftlichen Bereichs. The process of European integration is marked both by continued deepening and widening, and by growing evidence of domestic disquiet and dissent. Against this background, this volume examines three key themes: the challenge to the power of member states - as subjects of European integration - to determine the course of the integrationist project and to shape European public policies; the increasing constraints in the domestic political arena experienced by member states as objects of European integration; and the contestation over both the 'constitutive politics of the EU' and specific policy choices. These three themes - power, constraint and contestation - and their interdependence are explored with specific reference to contemporary Germany. The main findings call for a revision of the 'conventional wisdom' about Germany's Europeanization experience. First, while Germany continues to engage intensively in all aspects of the integration process, its power to 'upload' - 'hard' and 'soft', 'deliberate' or 'unintentional', 'institutional' or 'ideational' - appears in decline. Germany's capacity to 'shape its regional milieu' is challenged by both changes in the integration process and the ever more apparent weaknesses of the 'German model'. The traditional regional core milieu is shrinking in size and importance in an enlarging Europe, and Germany's milieu-shaping power is being challenged. Second, the coincidence of enabling and constraining effects is being progressively replaced by a discourse that notes unwelcome constrictions associated with EU membership. The book's findings suggest that key political institutions and processes in the Federal Republic have not co-evolved with the integration process, but lead an, at times, uncomfortable co-existence. Third, domestic contestation over both everyday EU policy and the constitutional politics of integration seems set to increase. There are, as yet, no indications that these domestic conflicts will reach an intensity comparable to that of the 1950s. However, both the 'permissive' mass consensus and, perhaps more importantly, élite consensus are being tested to their limits. This volume is essential reading for students of comparative European politics and German studies.

During his political career, Helmut Kohl used his own life story to promote a normalization of German nationalism and to overcome the stigma of the Nazi period. The Risk of Social Policy? uses a comparative perspective to systematically analyse the effects of social policy reforms and welfare state retrenchment on voting choice for the government. It re-examines twenty elections in OECD countries to show if and how social policy issues drive elections. This book contributes to the existing literature by providing an empirical analysis of the electoral implications of social policy. Giger asks the basic research question: What are the electoral consequences of social policy performance and retrenchment? More specifically, the following questions are addressed in order to provide a systematic test of the topic: Is retrenchment indeed completely unpopular? Do people punish the government for bad performance in the field of social policy? And what are the political implications of such a punishment reaction; does it affect the government composition? It shows empirically that the risks of welfare state retrenchment to incumbent governments may be lower than previously thought, and presents a theoretical framework for re-examining the impact of retrenchment initiatives on election outcome.
