Unmittelbar nach dem Ende des Kalten Krieges nutzte die Staatengemeinschaft ihre neuen Handlungsmöglichkeiten rasch und schloss in kurzer Zeit eine ganze Reihe von Rüstungskontrollabkommen ab. Dies stellte die Schweiz vor wesentliche Herausforderungen. Die aus der Zeit des Kalten Krieges bekannten Rahmenbedingungen des eigenen Handelns mussten hinterfragt und angepasst und in dem neuen, sich rasch wandelnden internationalen Gefüge der Rüstungskontrolle neu positioniert werden. Die Schweiz verharrte jedoch während der ersten Hälfte der neunziger Jahre in den ihr bekannten, weitgehend passiven Handlungsmustern vergangener Jahrzehnte. Während Mitte der neunziger Jahre die internationale Rüstungskontrolle an Schwung verlor und seither in Blockaden verstrickt blieb, begann die Schweiz, sich mit einem quantitativen und qualitativen Ausbau ihres Engagements international zu profilieren. Weshalb verlief diese Entwicklungslinie der schweizerischen Rüstungskontrollpolitik weitgehend gegenläufig zu derjenigen der internationalen Rüstungskontrolle? Diese zeitgeschichtliche Arbeit analysiert und erklärt die Hintergründe.

This book provides a framework for analysing the interplay between securitisation and foreign affairs, reconnecting critical security studies with traditional IR concerns about interstate relations. What happens to foreign policymaking when actors, things or processes are presented as threats? This book explains state behaviour on the basis of a reflexive framework of insecurity politics, and argues that governments act on the knowledge of international danger available in their societies, but that such knowledge is organised by markedly varying ideas of who threatens whom and how. The book develops this argument and illustrates it by means of various European case studies. Moving across European history and space, these case studies show how securitisation has projected evolving and often contested local ideas of the organisation of international insecurity, and how such knowledges of world politics have then conditioned foreign policymaking on their own terms. With its focus on insecurity politics, the book provides new perspectives for the study of international security. Moving the discipline from systemic theorising to a theory of international systematisation, it shows how world politics is, in practice, often conceived in a different way than that assumed by IR theory. By the same token, by depicting national insecurity as a matter of political construction, the book also raises the challenging question of whether certain projections of insecurity may be considered more warranted than others. This book will be of much interest to students of critical security studies, European politics, foreign policy and IR, in general.

This book is about international humanitarian law or - as it is also called - the "law of armed conflict"or "law of war". It emerged from a series of lectures delivered at the Hague Academy of International Law. The author deals with war and the means by which international law attempts to contain and, as it were, "humanize" organized violence. But the ambitions of the author go beyond the battlefield. The book explores the many complex ways in which law functions to regulate warfare, in theory and practice. The author looks into treaties and other sources of international law, but he also tries to step outside the boundaries of "black-letter law"to deal broadly with such matters as the influence of culture in shaping the norms on war, the institutions that develop those norms and work for their universal acceptance, the networks of humanitarian actors in this area and the legal procedures in which the law of war and its various institutions are embedded. This work is a comparative study of domestic implementation of Security Council mandatory sanctions taken under Article 41, Chapter VII of the UN Charter, including the establishment of the two international criminal tribunals, the ICTY and ICTR, and recent resolutions on the combating of the financing of terrorism. The book examines implementation in 16 select States in Europe, America, Asia, the Middle East and Africa, underlining also the particular problems arising from sanctions implementation by the European Union, by a permanently neutral and former non-Member State - Switzerland - and by States confronted with special economic problems within the meaning of Article 50 of the UN Charter. Three interrelated themes are addressed. The first, of a theoretical nature, concerns the question of whether implementation of Security Council resolutions, particularly where perceived to be in fulfilment of community objectives, poses problems which are in some way distinct from those raised by the implementation of other conventional international law obligations, thereby shedding a different light on the traditional relationship between international and municipal law. The second concerns the effectiveness of the decisions of the Security Council viewed from the perspective of the effective mise en oeuvre of these decisions in national law. The third theme concerns the legitimacy of Security Council resolutions as seen from the viewpoint of domestic legal systems, that is the extent to which Security Council decisions encroach on internationally or constitutionally protected individual rights and the potential role played by domestic courts in reviewing the decisions of the Security Council.The latter has assumed particular importance in the framework of the combating of the financing of terrorism. This work, which brings together the research results of 29 academics and experts, is the second publication within the framework of a project on Security Council sanctions carried out under the auspices of the Graduate Institute of International Studies. The first, which looked at a broad set of issues, was entitled "United Nations Sanctions and International Law" and was published by Kluwer Law International in 2001.
