Digital Monuments radically explodes "iconic architecture" of the new millennium and its hijacking of the public imagination via the digital image. Hallucinatory constructions such as Rem Koolhaas’s CCTV headquarters in Beijing, Frank Gehry’s Guggenheim Museum in Bilbao and Zaha Hadid’s Performing Arts Centre in Abu Dhabi are all introduced to the world by immortal digital imagery that floods the internet—yet comes to haunt the actualised buildings. Like holograms, these "digital monuments," which violently push physics and engineering to their limits, flicker eerily between the real and the unreal—invoking fantasies of omnipotence, immortality and utopian cities. But this experience of iconic architecture as a digital dream on the ground conceals from the urban spectator the social reality of the buildings and the rigidity of their ideology. The enormous task of preserving the world's heritage in the face of war, natural disaster, vandalism, neglect, and technical obsolescence. The monuments—movable, immovable, tangible, and intangible—of the world's shared cultural heritage are at risk. War, terrorism, natural disaster, vandalism, and neglect make the work of preservation a greater challenge than it has been since World War II. In The Monumental Challenge of Preservation Michèle Cloonan makes the case that, at this critical juncture, we must consider preservation in the broadest possible contexts. Preservation requires the efforts of an increasing number of stakeholders. In order to explore the cultural, political, technological, economic, and ethical dimensions of preservation, Cloonan examines particular monuments and their preservation dilemmas. The massive Bamiyan Buddhas, blown up by the Taliban in 2001, are still the subject of debates over how, or whether, to preserve what remains, and the U. S. National Park Service has undertaken the complex task of preserving the symbolic and often ephemeral objects that visitors leave at the Vietnam Veterans Memorial—to take just two of the many examples described in the book. Cloonan also considers the ongoing genocide and cultural genocide in Syria; the challenges of preserving our digital heritage; the dynamic between original and copy; efforts to preserve the papers and architectural fragments of the architect Louis Sullivan; and the possibility of sustainable preservation. In the end, Cloonan suggests, we are what we preserve—and don't preserve. Every day we make preservation decisions, individually and collectively, that have longer-term ramifications than we might expect.

Greg Ulmer suggests that this reality points us to a new sense of monumentality, one that is collaborative in nature rather than iconic. From a do-it-yourself Mount Rushmore to an automated tribute to the devastating annual toll of traffic deaths in the United States, Electronic Monuments describes commemoration as a fundamental experience, joining individual and collective identity, and adapting both to the emerging apparatus of “electracy,” or digital literacy. Concerns about the destruction of civic life caused by the society of the spectacle are refocused on the question of how a collectivity remembers who or what it is. Ulmer proposes that the Internet makes it possible for monumentality to become a primary site of self-knowledge, one that supports a new politics, ethics, and dimension of education. Obviously, many people like to benefit from the arising advantages and the positive side-effects. The World Wide Web is one of these technologies, that on the one hand remarkably facilitate our life and on the other hand lead to a more complex and intertwined system and to changes that can not be reversed. In times of rapid growing technological progress civilization struggles with the issue of striking new paths to the future while at the same time fostering the own cultural heritage. For some people arts and culture are necessary, because they belong to their roots and are signs of their history, but opinions and notions about that theme vary widely. Still there are hotly debated problems relating to cultural policy – Heilbrun & Gray (2011) argue that arts and culture are caught in a materialistic world (p. 3) which is the reason why they always have to deal with a mighty term called ‘money’. But when thinking about culture and heritage, it is not just about keeping the past in mind and preserving ancient monuments. It is also about actively promoting the arts and culture, that currently come into existence. Technologies arise and so do arts. How to cope now with balancing between past and future, heritage and progress, art and high-tech? Bringing something forward means spending time on it, participating in it and therefore reinforcing it. A modern world needs people who get involved and that is why participation may be one of the pivotal things needed for generating a successful future. By taking a look at the current situation, I want to examine the special relationship between the use of the internet and participation in arts and culture. What do we understand by thinking of the term ‘cultural participation’ and for which reasons is it so important to participate? Which tool does the internet provide to influence and increase cultural participation and which examples can be made for that? After a general overview, the demand position will be adapted on the concrete example of the Netherlands. The results may create the basis for developing future scenarios and investigating questions like whether the web's popularity is able to create more popularity for cultural participation or if just the internet's degree of esteem will grow further without any impacts on culture.
