This thesis deals with the development of metrics for the automated determination of the quality and grade of acceptance of digital passport photographs without having any reference image available. Different kinds of algorithms were implemented to determine values for image attributes and to detect the face features. No priority for the evaluation of attributes was given in the documents of the international standards. For that reason an international online and on-site survey was developed to explore the opinion of user experts whose work is related to passport photographs. Three different metrics, expressed by the Photograph/ Image and Biometric Attributes Quality Indexes (PAQI, IAQI, BAQI) have been developed to obtain reference values for the quality determination of a passport photograph. Another metric developed is called "Non-Conformance Quality Index" which is based on the representation of the quality information in the minimum unit of information storage: the byte. The nonconformance of a quality attribute is stored in a bit. For a digital passport photograph the representation of the quality attributes is defined by four bytes. Every byte has eight bits and every bit represents an attribute.

This report examines the Identity and Passport Service's project to introduce ePassports. An ePassport contains an electronic chip and antenna, to store and transmit to an electronic reader the passport holder's digital photograph and biographical information. The chip also contains an electronic signature confirming the issuing country and the integrity of the data to provide extra checks at border control. The budgeted set-up costs for the project were £63 million, and marginal production costs from 2005-06 to 2010-11 are estimated to be £195 million. The Agency invoked an exemption from procurement regulations on security grounds which offered it the option of amending its existing supplier contract for digital passports to incorporate ePassport production. The Agency chose this route because of delays in evolving international standards on ePassport design and substantial compensation costs would have been payable if the existing contract were to be ended early. The Identity and Passport Service took steps to secure value for money in the amended contract terms. However, longer term risks to value for money remain due to the technical novelty of ePassports, the risk of organisational knowledge loss and potential problems using electronic readers at border control. The NAO makes several recommendations regarding managing the risk and increasing effective working between the relevant government departments.

In 2005, the Department of State (State) began issuing electronic passports (e-passports) with embedded computer chips that store information identical to that printed in the passport. By agreement with State, the U.S. Government Printing Office (GPO) produces blank e-passport books. Two foreign companies are used by GPO to produce e-passport covers, including the computer chips embedded in them. At U.S. ports of entry, the Department of Homeland Security (DHS) inspects passports. GAO was asked to examine potential risks to national security posed by using foreign suppliers for U.S. e-passport computer chips. This report specifically examines the following two risks: (1) Can the computer chips used in U.S. e-passports be altered or forged to fraudulently enter the United States? (2) What risk could malicious code on the U.S. e-passport computer chip pose to national security? To conduct this work, GAO reviewed documents and interviewed officials at State, GPO, and DHS relating to the U.S. e-passport design and manufacturing and e-passport inspection systems and procedures. GAO recommends that DHS implement the systems needed to fully verify e-passport digital signatures at U.S. ports of entry, and in coordination with State, implement an approach to obtain the necessary data to validate the digital signatures on U.S. and other nations' e-passports. DHS agreed with our recommendations.
