Comprising 30 percent of agricultural output and with an area of 15 million hectares, the grain sector is a pillar of Ukraine’s agriculture. In 2020 Ukraine exported USD 9.4 billion worth of cereals, the second largest exporter after the United States of America, making Ukraine a major contributor to global food security. Using extensive interviews, the report assesses the extent to which Ukrainian farmers have adopted digital technologies, the many barriers to them doing so and the considerable opportunities these technologies present, while offering sharp insights into their potential contribution and how best to sustain them. The report also considers the level of interest larger farmers have in adopting precision agriculture technologies, and their benefits in terms of improved productivity, lower costs and reduced greenhouse gas emissions, despite the relatively high initial investment required. It concludes with a list of recommended actions, calling on four groups to embrace digital technologies and thus develop and transform Ukraine’s grain sector: the private sector, financial institutions, the public sector and international organizations. This annual report monitors and evaluates agricultural policies in 54 countries, including the 38 OECD countries, the five non‐OECD EU Member States, and 11 emerging economies. It finds that despite some modest declines in recent years, support to agriculture has remained close to recent historical highs. While changes in support have been limited, agricultural policies have been both reactive and proactive, boosting the sector’s capacity to respond to current challenges while aiming to ensure that food systems are fit for purpose as future conditions evolve. This year’s report focuses on policies fostering sustainable productivity growth in agriculture. Governments are applying a large variety of approaches to improve productivity while preserving natural resources and reducing agricultural greenhouse gas emissions. The report notes, however, that clearly defined targets related to sustainable productivity growth and measurable indicators of progress are important to ensure that policies achieve their stated objectives. The report also notes that making more effective use of producer support to promote innovation and environmental sustainability on the farm, and refocusing overall support towards targeted R&D, can better leverage public spending to deliver public goods and sustainable productivity growth. In line with the 2022 OECD Agriculture Ministerial Declaration, the report identifies a seven-point policy agenda for making agriculture more sustainable, productive and resilient, and for improving the effectiveness and efficiency of agricultural support and markets.

Poised to become the go-to place for agrifood investment and finance solutions, the FAO Investment Centre provides a full suite of investment support services to FAO Members, working in over 120 countries. The Centre acts as a bridge between Members and financing partners to scale up agrifood investment for greater impact at country level. It also supports better enabling conditions for policy and investment and integrates FAO’s vast knowledge and expertise into national and regional investment planning.In 2022, the Centre helped design 45 IFI-approved public investment projects in 34 countries for a total of USD 8.8 billion in new investment – up 22 percent from the previous year’s USD 7.2 billion. Global trade in plants and plant products is rapidly expanding – more than doubling in some cases – and set to grow another 11 percent by 2032. Yet, many countries still employ mostly manual rather than electronic means for issuing the phytosanitary certificates required to trade goods internationally. Relying on paper slows applications for and delivery of these certificates. They are not easily corrected when last-minute changes must be made and can be lost, causing days-long delays at border crossings, jeopardizing the freshness of highly perishable goods and increasing refrigeration needs. This – together with transporting printed certificates to and from customs offices – increases greenhouse gas emissions. Electronic phytosanitary certificates – ePhytos – are easier to use, cheaper, safer and more responsive to changing circumstances. They speed up exports, increasing trade between countries. This report examines how the ePhyto solution can facilitate the export trade of four countries where the European Bank for Reconstruction and Development (EBRD) operates: Serbia, Egypt, Ukraine and Uzbekistan. It is part of the Directions in Investment series under the FAO Investment Centre's Innovation and Knowledge for Investment (IK4I) programme.

Digital technologies not only offer a vast potential to enhance firm productivity, they can also help enhance resilience and support economic recovery in times of war. The government has made significant strides in accelerating the digital transformation and has reinforced support for digitalisation since the onset of Russia’s full-scale invasion in February 2022. While digital technologies have brought significant benefits to the country, Ukraine’s SMEs are yet to fully tap into the potential of digitalisation. Beyond war-related challenges, lack of awareness, digital skills shortages, sectoral specificities, and financial constraints complicate their digital development. The government aims to further promote SME digitalisation and is currently preparing its SME Strategy 2024-27. Throughout 2023, the OECD provided guidance to Ukraine on how to help SMEs leverage digitalisation for productivity, resilience, and recovery. This report presents an overview of the findings, looking at i) ways to strengthen the national and subnational institutional and policy framework for SME digitalisation; ii) avenues for targeted digitalisation support services for SMEs, building on the OECD’s blueprint; and iii) specific ways digitalisation can help SMEs weather war-related challenges.
