Das Web 2.0 bindet den Nutzer sehr viel stärker in die Gestaltung mit ein. User erstellen, bearbeiten und verteilen Inhalte im entscheidenden Maße selbst, beispielsweise in Form von Wikis, Blogs, Social Bookmarks und in sozialen Netzwerken. Inhalte werden nicht nur zentral von großen Medienunternehmen erstellt und bereitgestellt, sondern auch durch eine Vielzahl von Nutzern. Das Web 2.0 bietet also einen multilateralen Austausch von Informationen und viele Interaktionsmöglichkeiten zwischen den Nutzern. Es ist quasi „sozialisiert”. Die Theorie der digitalen Spaltung besagt, dass der Zugang beziehungsweise Nicht-Zugang zum Internet für eine Wissenskluft verantwortlich ist, die erhebliche soziale und wirtschaftliche Ungleichheiten innerhalb der Bevölkerung nach sich zieht. In dieser Arbeit soll untersucht werden, welche Rolle der „sozialisierte” Teil des Web, das Social Web, inzwischen dabei spielt. Wer sind die Menschen, die eine Teilnahme am Social Web verweigern? Welche Gründe haben sie dafür? Um die Ursachen in Relation setzen zu können, werden die Offliner als eine weitere Gruppe der Verweigerer zum Vergleich herangezogen. Außerdem soll untersucht werden, inwieweit die Nichtteilhabe an sozialen Netzwerken das Leben der Menschen beeinflusst.
