The COVID-19 shock has underscored the importance of digital tools for enhancing the effectiveness and efficiency of social protection systems. Cross-country evidence suggests that digital IDs linked with bank and/or mobile money accounts can improve the delivery of social protection programs and better reach eligible beneficiaries. Using data from the Vietnam Household Living Standard Survey, we present micro simulations on the welfare gains of digital social protection during the pandemic. While digitalization offers opportunities, potential risks would need to be carefully managed. Vietnam is advancing on individual pieces of the digitalization puzzle, including full digital IDs and mobile money, and the next step is to put these pieces together.

The World Bank has been supporting the Ministry of Labor, Invalids, and Social Affairs (MOLISA) in their efforts to bring about reforms in the administration and efficient delivery of social security programs. Several countries have been using technological advances in banking as well as telecommunications to digitize and improve welfare delivery programs. Electronic payments have the potential to improve client experience and reduce program costs. Social protection (SP) and social assistance (SA), programs will benefit by moving from current models of cash disbursement to non-cash, direct-to-account electronic payment models. This report provides an assessment of the status of social protection payments in Vietnam, the legal and regulatory framework, and the technical infrastructure for electronic payments and discusses steps towards implementation of digital payment for social protection programs in Vietnam. After assessing payment infrastructure, regulatory framework, and program policies, some significant changes are proposed to enable a transition from cash to non-cash payments. There are also several next steps for MoLISA and VSS to take right away, in addition to actions needed by other key stakeholders.

This note summarizes the impacts of the Coronavirus disease 2019 (COVID-19) outbreak on Vietnam's labor market in 2020 and evaluates the social protection response to identify lessons learned for future crises. Vietnam's labor market was shaken by the outbreak in 2020. But an effective containment strategy and a resilient economy mitigated the impact on Vietnam's labor market, allowing for recovery in the second half of 2020. Vietnam deployed social protection measures to mitigate the impacts on households and firms from disruptions to the labor market that included a package of income support and wage subsidies for households and firms. Fairly strict targeting and eligibility requirements and implementation challenges meant that policy measures were not as effective as hoped. The policy response likely overlooked some impacted groups, and policy makers will likely have struggled to scale up the response in case of a deeper or longer crisis. By revealing these challenges, the COVID-19 policy response has made clear the urgency of reforms to strengthen Vietnam's social protection system for both normal and crisis times.
