How has China's post-Deng leadership governed the country? How have the changing social and political environments shifted the bases of political legitimacy? What strategies has Jiang Zemin adopted to cope with new circumstances in order to strengthen his leadership? What are the challenges these new reform measures have generated for the leadership? And how have domestic concerns constrained the leadership's intention in China's foreign relations? These are some of the questions which this volume attempts to address. The authors agree that Jiang Zemin is not a man without any political initiative. He has struggled to establish his own style of leadership, and to strengthen the legitimacy of his leadership by setting forth new rules and institutions for political games and by finding new measures to cope with new challenges. This collection of articles shows the success Jiang and his colleagues have had in strengthening their leadership; how the different reform measures have strengthened Jiang's rule; and how the ongoing reform has created new challenges for his regime. In the 1990s China embarked on a series of political reforms intended to increase, however modestly, political participation to reduce the abuse of power by local officials. Although there was initial progress, these reforms have largely stalled and, in many cases, gone backward. If there were sufficient incentives to inaugurate reform, why wasn't there enough momentum to continue and deepen them? This book approaches this question by looking at a number of promising reforms, understanding the incentives of officials at different levels, and the way the Chinese Communist Party operates at the local level. The short answer is that the sort of reforms necessary to make local officials more responsible to the citizens they govern cut too deeply into the organizational structure of the party.

“This work provides a theoretically sophisticated analysis of major political, social, economic, and cultural trends in China.” —Roger des Forges, author of Chinese Walls in Time and Space The People’s Republic of China has experienced significant transformations since Deng Xiaoping instituted economic reforms in 1978. Subsequent leaders continued and often broadened Deng’s policies, shifting the nation from agrarianism to industrialism, from isolation to internationalism, and from centralized planning to market-based economics. As the world strives to understand the nation’s rapid development, few observers have comprehensively examined the social and cultural price of the economic boom for the majority of the Chinese people. Zhaohui Hong assesses the sociocultural consequences of these reforms in this provocative study. He contends that modern China functions as an oligarchy or plutocracy ruled by an alliance of political power and private capital where the boundaries between the private and public sectors are constantly shifting. This “power-capital institution” based on three millennia of Confucian ideology and decades of Maoist communism exercises monopolistic control of public resources at the expense of civil society and social justice for the majority of citizens. The Price of China’s Economic Development urges policymakers to alter their analytic lens. While industrial and commercial development is quantitatively measured, Hong argues that social progress should be assessed qualitatively, with justice its ultimate goal and fair allocation of resources and opportunity as the main index of success. This sophisticated analysis introduces English speakers to the varied and significant work of contemporary Chinese scholars and substantially enriches the international dialogue. “Presents a new perspective on China’s economic growth and ongoing political problems.” —Xiaobing Li, author of China’s War in Korea

As the 16th Congress of the Chinese Communist Party (October 1st, 2002) draws near, China watchers in Washington, Tokyo, Taipei and many other places have their eyes intently fixed on the political scene in Beijing. Most are predicting problems involved in the transition process as well as speculating on the final leadership line-up. Nevertheless, such speculation is intellectually rather futile. To avoid being too speculative, the contributors to this study have focused instead on two key aspects of China's leadership transition: first, changes in the politics of leadership transition, and second, real and potential problems and challenges that China's younger, fourth generation leaders have to grapple when they take over.
