Valentine Chirol was a unique figure on the world stage in the late nineteenth and early twentieth centuries. As Foreign Editor of "The Times of London" from 1899 until 1912, a newspaper then unrivalled in scope and influence, he not only reported on some of the key moments in world history but used his considerable influence to shape them. This was the man referred to by the Chancellor of Germany, Count von Bulow, as "one of the most dangerous enemies" of the German Empire. Valentine Chirol played a singular part in alerting the world to the dangers of conflict as war clouds gathered over a fast modernizing world. A committed imperialist, Chirol travelled tirelessly thoughout the British Empire and supervised an outstanding team of foreign correspondents posted from Tokyo to Tangier, Berlin to Johannesberg. He explained the reasons for wars from South Africa to China, and analysed revolutions in Teheran, Constantinople and St Petersburg. Taken altogether there is no doubt that his voice impinged on the self-selected world of nineteenth century diplomacy. His sharp eye and insightful comments, coupled with his insider status, called the powerful to account and helped change the atmosphere in which foreign policy decisions were taken. Besides absolutists of the right (the tsar and his adherents) and left (Lenin and his fellow Bolsheviks), the Russian political landscape in 1917 featured moderates seeking liberal reform and a rapid evolution towards a constitutional monarchy. Vasily Maklakov, a lawyer, legislator and public intellectual, was among the most prominent of these, and the most articulate and sophisticated advocate of the rule of law, the linchpin of liberalism. This book tells the story of his efforts and his analysis of the reasons for their ultimate failure. It is thus, in part, an example for movements seeking to liberalize authoritarian countries today—both as a warning and a guide. Although never a cabinet member or the head of his political party—the Constitutional Democrats or “Kadets”—Maklakov was deeply involved in most of the political events of the period. He was defense counsel for individuals resisting the regime (or charged simply for being of the wrong ethnicity, such as Menahem Beilis, sometimes considered the Russian Dreyfus). He was continuously a member of the Kadets’ central committee and their most compelling orator. As a somewhat maverick (and moderate) Kadet, he stood not only between the country’s absolute extremes (the reactionary monarchists and the revolutionaries), but also between the two more or less liberal centrist parties, the Kadets on the center left, and the Octobrists on the center right. As a member of the Second, Third and Fourth Dumas (1907-1917), he advocated a wide range of reforms, especially in the realms of religious freedom, national minorities, judicial independence, citizens’ judicial remedies, and peasant rights.

The Sykes-Picot Agreement was one of the defining moments in the history of the modern Middle East. Yet its co-creator, Sir Mark Sykes, had far more involvement in British Middle East strategy during World War I than the Agreement for which he is now most remembered. Between 1915 and 1916, Sykes was Lord Kitchener's agent at home and abroad, operating out of the War Office until the war secretary's death at sea in 1916. Following that, from 1916 to 1919 he worked at the Imperial War Cabinet, the War Cabinet Secretariat and, finally, as an advisor to the Foreign Office. The full extent of Sykes's work and influence has previously not been told. Moreover, the general impression given of him is at variance with the facts. Sykes led the negotiations with the Zionist leadership in the formulation of the Balfour Declaration, which he helped to write, and promoted their cause to achieve what he sought for a pro-British post-war Middle East peace settlement, although he was not himself a Zionist. Likewise, despite claims he championed the Arab cause, there is little proof of this other than general rhetoric mainly for public consumption. On the contrary, there is much evidence he routinely exhibited a complete lack of empathy with the Arabs. In this book, Michael Berdine examines the life of this impulsive and headstrong young British aristocrat who helped formulate many of Britain's policies in the Middle East that are responsible for much of the instability that has affected the region ever since.
