Históricamente, la industria minera no se ha desempeñado bien en su habilidad para entregar proyectos de acuerdo a lo definido en los parámetros financieros del Caso de Negocios, y a lo establecido en el Plan de Ejecución del Proyecto con el cual el Dueño autorizó su ejecución.La gestión de los proyectos mineros es distinta de los proyectos de construcción. Un sistema integrado de dirección de proyectos para la industria minera requiere que el Dueño tenga la capacidad de gestionar proyectos desde su Caso de Negocios hasta las operaciones, y poder ser adaptado tanto para los estudios técnicos como los escenarios del diseño y la construcción. Los proyectos mineros son muy difíciles, y esa dificultad se refleja en resultados decepcionantes para mucho de ellos.La Dirección de Proyectos, que inicialmente fuera desarrollada por la construcción, ha sido incorporada por muchas otras industrias, incluyendo la minería. Se focaliza en los resultados y los procesos de los proyectos que facilitan esos resultados. La Minería requiere de considerables gastos iniciales, antes que pueda recoger beneficios, pues el ciclo de vida del proyecto muchas veces toma decenas de años en desarrollarse. Para poder obtener los beneficios lo más temprano posible, el desafío está en hacer las cosas bien a la primera, entendiendo y gestionando los riesgos, con cronogramas cortos siempre que sea factible, y muchas veces a través de la ejecución rápida. (Fast - Track). De esta manera, la industria minera ha entendido el valor agregado que pueda realizar la gestión de proyectos. Permanentemente se están reportando informes de atrasos y mayores costos en los grandes proyectos mineros. Esto se atribuye principalmente al escenario de crecientes costos, asociado al mayor número de proyectos que gestionan las organizaciones en el "pipeline", y además a una escasez de recursos de profesionales con destrezas competentes para el desarrollo de estos importantes y complejos proyectos.En el escenario actual en Chile, otros recursos escasos son la disponibilidad de agua, energía eléctrica, puertos para embarcar minerales, y constituyen restricciones que los proyectos mineros deben considerar y asegurar muy tempranamente en su planificación. Para procesar los minerales oxidados de cobre que tienen menores leyes, la minería en Chile requiere consumir más agua. El agua de mar puede ser utilizada en algunos procesos, y la desalinización también representa una opción factible, a pesar de sus costos. Esto requiere la construcción de plantas desaladoras y pipelines de longitudes del orden de los 200 km, con varias estaciones de bombeo que representan costos de inversión de unos MUS$ 200, y además se debe considerar sus costos de operación por bombeo, costos que, dependiendo de la elevación del sitio, son no menores a US$ 6 por m3. A través de este libro, presento mis experiencias en la aplicación práctica de la dirección de proyectos en minería, desde el año 1993, año en que la Empresa Minera en la cual me desempeñé durante 25 años, me dio la oportunidad de liderar un área de la organización que gestionaba los proyectos principales. Se trataba de una División de una importante empresa de la minería del cobre en Chile. En ese momento pensamos cómo deberíamos asegurar la entrega de los proyectos, pues no contábamos con una metodología única de gestión, y el foco en el desarrollo de los proyectos había sido principalmente técnico. También recojo experiencias de mis más de diez años realizando consultorías a empresas mineras internacionales para proyectos en oro, hierro y cobre.
