The introduction of directed energy weapons into twenty-first century naval forces has the potential to change naval tactics as fundamentally as the transition from sail to steam. Recent advances in directed energy technologies have made the development of both high-energy laser and high-power microwave weapons technically feasible. This study examines the potential adaptation of such weapons for the defense of naval forces. This study considers options for using directed energy systems on naval vessels in the context of the U.S. maritime strategy and emerging threats in international politics. The framework for this study is an integrated system of microwave devices, high-energy lasers, and surface-to-air missiles which are evaluated in terms of their ability to enhance anti-ship cruise missile defense, tactical air defense, and fast patrol boat defense. This study also examines collateral capabilities, such as non-lethal defensive measures and countersurveillance operations. The global proliferation of increasingly sophisticated weapons and the expanding demands placed on its ever-smaller navy require the United States to reassess its current approach to fleet operations. This study concludes that directed energy technology has made sufficient progress to warrant the development of sea-based weapons systems for deployment in the first two decades of the next century. For operational and technical reasons, a Nimitz class aircraft carrier may be the preferred platform for the initial implementation of directed energy weapons. If successful, the robust self-defense capability provided by directed energy weapons will permit a fundamental shift in carrier battle group operations from a massed, attrition oriented defense to a more dynamic, dispersed offense.

Navy officials announced in April 2013 that a solid-state laser would be deployed onboard the U.S.S. Ponce, providing the first at-sea demonstration of a revolutionary directed energy weapon. Several nations are engaging in development and production of directed energy weapons. Recent scientific advances now enable the production of lethal lasers and high-powered microwaves. The current growth and development in this emerging area strongly suggests that directed energy weapons of lethal power will reach the battlefield before 2010. Since proliferation of lower power laser weapons has already happened, it is likely that proliferation of high power or high energy weapons will occur as well. DEWs are currently being rapidly developed and proliferated around the world, and DE is globally considered to be a game- changing military technology. The impact DEW technologies will actually have over the next 40 years is still to be seen. This report only seeks to organize thoughts around a realistic vision for DEW technologies in 2060. Data gathered for this report shows that both in the past, today, and likely into the future, 2060, DEW proliferation will be driven by the requirements for three capabilities which will be needed to face enduring challenges. Over the next 40 years, we predict that even in a pessimistic case, the technology barriers for development of high-energy, high-power, operationalized DEWs will be steep, and investment in DE is the key to the U.S. and Allies retaining leadership in these tech areas. This report highlights with factual references to international developments that include ground based, air based, field demonstrations, naval deployments, and highlights several examples of how DE is used in operations today. We are at or near a critical tipping point in DE technology. The pessimistic, conservative, and optimistic alternative futures for DE military utility, proliferation, and technology advancement are described in this report, based on understanding of historical trends, knowledge of the current state of DE, other advanced technology areas, and predictions about major technology drivers over the next 40 years.

This Background Paper describes and assesses current concepts for directed-energy ballistic missile defense in space. Its purpose is to provide Members of Congress, their staffs, and the public with a readable introduction to the so-called 'Star Wars'technologies that some suggest might form the basis of a future nationwide defense against Soviet nuclear ballistic missiles. Since these technologies are a relatively new focus for U.S. missile defense efforts, little information about them has been readily available outside the expert community. Directed-energy or 'beam' weapons comprise chemical lasers, excimer and free electron lasers, nuclear bomb-powered x-ray lasers, neutral and charged particle beams, kinetic energy weapons, and microwave weapons. In addition to describing these devices, this Background Paper assesses he prospects for fashioning from such weapons robust and reliable wartime defense system resistant to Soviet countermeasures. The assessment distinguishes the prospects for perfect or ear-perfect protection of U.S. cities and population from the prospects that technology will achieve a modest, less-than-perfect level of performance that will nonetheless be seen by some experts as having strategic value. Though the focus is technical, the Paper also discusses, but oes not assess in detail, the strategic and arms control implications of a major U.S. move to develop and deploy ballistic missile defense (BMD).
