Trata-se de uma obra que oferece à mediação um tratamento conceitual que não a reduz a uma de suas experiências institucionais, a mediação de conflitos. A ideia tradicional de direito tributário internacional pressupõe um objeto bem delimitado. Apesar da existência de uma variante essencialmente jurídica, o estudo desse fenômeno não é exclusividade do campo jurídico — e a convivência de atores oriundos de tradições intelectuais distintas confere um caráter multidisciplinar ao discurso tributário internacional. Assim, é necessário evidenciar o "aspecto tributário" e o "caráter internacional" desse discurso, o que demanda uma revisão histórica de como esses atributos passaram a caracterizar o campo. Portanto, o discurso tributário, embora relacionado com a tradição jurídica, não está restrito ao campo do direito — sendo possível construir sua historicidade a partir de outros esforços intelectuais. Ao discernir a evolução do discurso tributário e sua relação com o jurídico, observa-se que ele resulta de um processo de internacionalização do encontro entre as tradições jurídica e tributária. Iniciado no final do século XIX, esse processo foi moldado por práticas discursivas e disputas de poder, e sua análise nos permite uma compreensão mais profunda do campo justributário internacional. O objetivo desta obra é identificar, com base na experiência histórica dos seus atores centrais, em que consistem a qualidade jurídica, o aspecto tributário e o caráter internacional do campo — lançando luzes sobre elementos tradicionalmente ignorados pelo discurso jurídico sobre a tributação internacional.

Todavia, para quem se revolta a resposta é violenta e rápida, seja pela aplicação abusiva das sanções disciplinares oficiais, seja pelas sanções inoficiosas, como os maus-tratos e a tortura física ou psicológica.
