The fifth edition of this publication provides the latest estimates of the number of chronically hungry people in the world and reports on global and national efforts to achieve the World Food Summit (WFS) target of halving hunger levels by the year 2015. It also considers the impact on food security of a range of factors including: the HIV/AIDS pandemic, improved management of water resources, and the increasing integration of developing countries into international markets and trade agreements. The report identifies encouraging signs of progress towards the WFS target, with some developing countries having adopted a twin-track strategy for tackling hunger levels by combining immediate food interventions with longer term development initiatives to increase employment, incomes and food production in impoverished communities. However, these countries are more the exception than the rule, with estimates indicating that the number of undernourished people across the developing world has risen by 4.5 million each year over the most recent four year period for which data is available. Overall, the report highlights the fact that the WFS goal is still within reach, but without a redoubled national and global commitment it is unlikely to be achieved.

The Nazis never won a majority in free elections, but soon after Hitler took power most people turned away from democracy and backed the Nazi regime. Hitler won growing support even as he established the secret police (Gestapo) and concentration camps. What has been in dispute for over fifty years is what the Germans knew about these camps, and in what ways were they involved in the persecution of 'race enemies', slave workers, and social outsiders.To answer these questions, and to explore the public sides of Nazi persecution, Robert Gellately has consulted an array of primary documents. He argues that the Nazis did not cloak their radical approaches to 'law and order' in utter secrecy, but played them up in the press and loudly proclaimed the superiority of their system over all others. The author traces the story from 1933, and shows how war and especially the prospect of defeat radicalized Nazism. Transconstitutionalism is a concept used to describe what happens to constitutional law when it is emancipated from the state, in which can be found the origins of constitutional law. Transconstitutionalism does not exist because a multitude of new constitutions have appeared, but because other legal orders are now implicated in resolving basic constitutional problems. A transconstitutional problem entails a constitutional issue whose solution may involve national, international, supranational and transnational courts or arbitral tribunals, as well as native local legal institutions. Transconstitutionalism does not take any single legal order or type of order as a starting-point or ultima ratio. It rejects both nation-statism and internationalism, supranationalism, transnationalism and localism as privileged spaces for solving constitutional problems. The transconstitutional model avoids the dilemma of 'monism versus pluralism'. From the standpoint of transconstitutionalism, a plurality of legal orders entails a complementary and conflicting relationship between identity and alterity: constitutional identity is rearticulated on the basis of alterity. Rather than seeking a 'Herculean Constitution', transconstitutionalism tackles the many-headed Hydra of constitutionalism, always looking for the blind spot in one legal system and reflecting it back against the many others found in the world's legal orders.
