HauptbeschreibungNachdem das Parlament in Berlin 2006 ein neues Pflichtfach Ethik im Schulgesetz eingefhrt hatte, versuchte die Initiative Pro Reli im Gegenzug, untersttzt von den groen christlichen Kirchen, den Religionsunterricht in der Stadt aufzuwerten auf den Status (fast) aller anderen Bundeslnnder: als ordentliches Lehrfach (Art. 7 Abs. 3 Satz 1 GG). Das hierzu 2007 begonnene Volksgesetzgebungsverfahren endete 2009 mit einem Volksentscheid, bei dem eine Mehrheit der Aktivbrger an den Urnen das Vorhaben von Pro Reli ablehnte - kaum verwunderlich in einer weitgehend entkirchlichten Gesellschaft.Die vorliegende Studie zeichnet jenes Wagnis neuer Akteure in der politischen Arena ber die Verfahrensstufen Zulassungsantrag, Volksbegehren und Volksentscheid nach. Die Rechtsfragen werden erArtert und die zeitgeschichtlichen Entwicklungen erklnrt. Auch die spirituelle Dimension wird beachtet. Im Kern ist die Untersuchung jedoch eine politikwissenschaftliche mit dem Schwerpunkt auf der Frage, wie direkte Demokratie in Berlin in diesem Falle funktioniert hat und wie sie eigentlich funktionieren sollte. Damit reicht die Bedeutung dieses Falles ber die Region Berlin hinaus."

Die Autoren gehen der Frage nach, in welcher Weise politische Partizipation in einem Staat mit fast ausschließlich repräsentativ-demokratischen Partizipationsmöglichkeiten im Vergleich zu einem überwiegend direkt-demokratisch geprägten Staat stattfindet.Als Beispielstaaten vergleichen die Autoren die Bundesrepublik Deutschland und die schweizerische Eidgenossenschaft.
