Universal Declaration of Human Rights begins as “All human beings are born free and equal in dignity and rights.” and “Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.” But some segments of the society have more rights and freedoms than “others”. Although the “Others” have been given names such as Groups that Need Special Protection, they are now called Disadvantaged Groups and include children, young people, addicts, the elderly, the disabled, immigrants, minorities, ex-convicts, women, single-parent families, the poor. Considering that the majority of the world’s population consists of children, young people, women and the elderly, it is obvious that the problems of disadvantaged groups are actually the problems of society. Although the groups are counted individually, a person is in more than one group; The disadvantaged poor child can grow up to be a woman who becomes a single parent.

This book includes empirical contributions focusing on disadvantaged workers. According to the European Commission’s definition, disadvantaged workers include categories of workers with difficulties entering the labour market without assistance and hence, requiring the application of public measures aimed at improving their employment opportunities. In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.

Global processes have an increasing influence on local contexts and the nature and distribution of opportunities among populations across the globe. While capital and population mobility, advances in information and communications technology, and economic liberalization have fostered economic development, industrialization, and wealth for some, they have also engendered growing inequalities in income, prosperity, well-being, and access. Those left behind by these global transformations often experience not only material deprivation, but broader dislocation from the contexts, institutions, and capabilities that provide access to social and economic opportunity. The concept of "social exclusion" has been widely adopted to describe the conditions of economic, social, political, and/or cultural marginalization experienced by particular groups of people due to extreme poverty, discrimination, dislocation, and disenfranchisement. This book explores the dynamics of social exclusion within the context of globalization across four countries--China, India, South Korea, and the United States. In particular, it examines how social exclusion is defined, manifested, and responded to with regard to diverse social arenas and processes, varying mechanisms and scales, and a range of impacted populations. Based on collaborative research activities and in-depth deliberation among leading scholars from major academic institutions in each of the four aforementioned countries, the volume provides a rich account of the interplay between globalization and social exclusion, while highlighting the ways in which responses may be more or less effective in different contexts. What does it mean to be disadvantaged? Is it possible to compare different disadvantages? What should governments do to move their societies in the direction of equality, where equality is to be understood both in distributional and social terms? Linking rigorous analytical philosophical theory with broad empirical studies, including interviews conducted for the purpose of this book, Wolff and de-Shalit show how taking theory and practice together is essential if the theory is to be rich enough to be applied to the real world, and policy systematic enough to have purpose and justification. The book is in three parts. Part 1 presents a pluralist analysis of disadvantage, modifying the capability theory of Sen and Nussbaum to produce the 'genuine opportunity for secure functioning' view. This emphasises risk and insecurity as a central component of disadvantage. Part 2 shows how to identify the least advantaged in society even on a pluralist view. The authors suggest that disadvantage 'clusters' in the sense that some people are disadvantaged in several different respects. Thus identifying the least advantaged is not as problematic as it appears to be. Conversely, a society which has 'declustered disadvantaged' - in the sense that no group lacks secure functioning on a range of functionings - has made considerable progress in the direction of equality. Part 3 explores how to decluster disadvantage, by paying special attention to 'corrosive disadvantages' - those disadvantages which cause further disadvantages - and 'fertile functionings' - those which are likely to secure other functionings. In sum this books presents a refreshing new analysis of disadvantage, and puts forward proposals to help governments improve the lives of the least advantaged in their societies, thereby moving in the direction of equality.
