Disarmament is integral to the safeguarding and promotion of security, development, and human rights. Hundreds of millions of dollars are spent each year on disarmament operations, yet no comprehensive guide exists to explain clearly the international rules governing disarmament. This book seeks to fill that gap. It describes the international legal rules that govern disarmament and the operational, political, and technical considerations that govern their implementation. This book aims to support compliance, implementation, and further development of international disarmament law. Traditionally, disarmament focused on weapons of mass destruction. This remains a critically important area of work. In recent decades, the scope of disarmament has broadened to encompass also conventional weapons, including through the adoption of rules and regulations to govern arms transfers and measures to eliminate specific munitions from stockpiles and to destroy explosive remnants of war. There have also been four "generations" of programmes to address small arms and light weapons at national or sub-national level through disarmament, demobilisation, and reintegration (DDR) programmes during and following the end of armed conflict. While an internationally accepted definition of disarmament does not yet exist, it is widely agreed that disarmament encompasses or interrelates with prohibitions and restrictions on the development, production, stockpiling, testing, and transfer of weapons and on their destruction. In addition to clarifying these elements, chapters of this guide will also consider the relationship between disarmament and the law of armed conflict, and with the United Nations Security Council, human security, public health, and non-state actors.

The momentous events of the past year have changed the political face of the globe: the ideological struggle that dominated the world for most of this century is over; erstwhile mortal enemies have become friends and partners. But old attitudes have survived and modern weapons are in abundance. New foci of conflict have emerged; military confrontations are taking place; the world is still in turmoil.The welcome deep cuts in nuclear weapons have still left thousands of warheads in the arsenals, and the spread of these weapons to new states would further increase the danger of a nuclear confrontation.The release of the pressure pent-up under oppressive regimes created a powerful drive for independence, often achieved only after bloody wars. Many of the new states are economically non-viable: poverty and famine are frequent adjuncts of independence.If military conflicts are to be avoided, a comprehensive strategy must be formulated to improve the standards of living in the developing countries and enhance their security. A strategy is also needed to protect the environment from the effects of further industrialization and greater use of energy. What is needed is a concept of a sustainable, equitable and liveable world for all its inhabitants.All these problems were analysed by scientists and scholars who met at a Pugwash Conference. The arguments used by them and the proposed solutions are presented in this book under six themes: World Peace; Nuclear Disarmament Issues; Arms Control; Security in the Asia-Pacific Region; Development Strategies and World Economic Order; Energy and the Environment.

Human rights in peace and development are accepted throughout the Global South as established, normative, and beyond debate. Only in the powerful elite sectors of the Global North have these rights been resisted and refuted. The policies and interests of these global forces are antithetical to advancing human rights, ending global poverty, and respecting the sovereign integrity of States and governments throughout the Global South. The link between poverty, war, and environmental degradation has become evident over the last 60 years, further augmenting international consciousness of these issues as interconnected with the rest of the human rights corpus. This book examines the history of this struggle and outlines practical means to implement these rights through a global framework of constitutional protections. Within this emerging framework, it argues that States will be increasingly obligated to formulate policies and programs to achieve peace and development throughout the global society.
