Recent research underscores a serious lack of preparedness among hospitals nationwide and a dearth of credible educational programs and resources on hospital emergency preparedness. This title includes a number of Open Access chapters. International Disaster Health Care: Preparedness, Response, Resource Management, and Education provides a complete image of the needs, concerns, and insights that relate to disaster preparedness from an international health-care perspective. The United Nations has recognized the devastating consequences of "unpredictable, unpreventable and impersonal" disasters—at least US $2 trillion in economic damage and more than 1.3 million lives lost from natural disasters in the last two decades alone. In many disasters (both natural and man-made) hundreds—and in major earthquakes, thousands—of lives are lost in the first days following the event because of the lack of medical/surgical facilities to treat those with potentially survivable injuries. Disasters disrupt and destroy not only medical facilities in the disaster zone but also infrastructure (roads, airports, electricity) and potentially local healthcare personnel as well. To minimize morbidity and mortality from disasters, medical treatment must begin immediately, within minutes ideally, but certainly within 24 hours (not the days to weeks currently seen in medical response to disasters). Edited by emergency health professionals, this valuable compendium is broken into five sections, which describe the following topics: disaster-related health care disaster preparedness and resilience effective medical responses to disasters managing resources during disasters how medical staff can be better educated to handle disasters This volume brings together a wealth of information that will be valuable to disaster management professionals and others responsible for providing emergency services.

According to the Center for Research and Epidemiology of Disasters, the frequency and severity of disasters has increased over 300% in the last decade. Healthcare systems and individual healthcare practitioners, including nurses, are now fulfilling multiple roles in disaster preparedness in the whole of community: planning, preparedness, risk identification, mitigation, response and recovery. Nurses are considered first responders for biological events or when the disaster occurs where they are working. Nurses act as first receivers when accepting patients/victims for care whose injuries result from non-biological events occurring outside the nurse’s workplace. The vast majority of practicing nurses received no disaster preparedness education in their basic nursing education program. Nurses graduating in the 21st century are exposed to some of the concepts of disaster nursing but have little experience unless there is a disaster or emergency where they work or go to school. Readers will be updated on this topic because articles in this edition demonstrate a vast array of implications for nurses in disaster preparedness around the world: chemical, biological, radiological/nuclear, explosives (CBRNE); natural disasters; new models of training and educating nurses for disasters, military nurse response, mental health issues as well as non-government organizations.

This handbook is developed with the aim of supporting healthcare facilities to minimize disruption and ultimately increase the resilience of health services during public health emergencies. It supports the development of service continuity plans in PHE context by outlining the procedures and key elements to be considered for planning including a planning template. By nature, the utility of this handbook is not specific to a specific emergency response. It underpins a preparedness and proactive approach towards managing various public health emergency risks for which the health services should be prepared before they occur or disrupt health services. The intended audiences for this interim handbook are health facilities and services managers, health workers and health authorities with responsibilities to plan and coordinate emergency management and service continuity operations among health facilities. These users can apply this handbook in: - enhancing awareness on the necessity of service continuity planning and the associated requirements; - reviewing and updating their existing service continuity plans and other arrangements for health services continuity; - developing service continuity plans if there are none for their health facilities. This interim version will be updated as required based on lessons from its application in countries.
