First published in 2000. Abstract: "India is prone to natural and man-made disasters. The number has been increasing every year because of the mixture of various factors such as adverse weather, population growth, urbanization, and industrialization. How the Republic of India organizes for managing significant natural and man-made disasters, its capacity for effective response, and its ability to achieve unity of effort among governmental and non-governmental organizations are the elements of analysis here. This is of interest because India is an emerging world power; it is currently the second largest country in the world in population, and by 2050 it will have surpassed China as the largest. The number of Indians affected by disaster events shows a steady upward trend. Disasters have been taking a heavy toll of human and animal lives. Floods have proven to be the most devastating type of natural disaster in India, causing the maximum number of deaths and damage to property (cyclones have taken a heavy toll of lives and caused widespread devastation). At the same time, droughts affect a large segment of population, resulting in loss of employment and migration to other regions. Earthquakes have caused a comparatively lower amount of damage, but landslides are likely to increase in frequency in the coming years because of deforestation and over development on hillsides. Conurbation and industrialization have combined to create a dangerous synergy that now presents a significant hazard to India's people. In responding to these kinds of hazards, India's disaster management officials and professional humanitarians conduct disaster planning and response generally within a paradigm of three phases: Pre-disaster; Emergency (or Disaster Impact); Post Disaster (or Recovery). There is a strong emphasis in government policy and planning to encourage mitigation, i.e., actions taken prior to the occurrence of a disaster, including preparedness and long-term risk reduction measures."

This book – “Disaster Management in India: Challenges and Strategies” - provides a practical and realistic understanding of the evolving status of disaster management in India. The book discusses techno-legal systems for disaster management and their real-life effectiveness based upon the author’s own professional experience as well as available literature including studies, reviews and audits reports.A case study of the 2001 Bhuj Earthquake conducted by the author is at the nucleus of the book and provides a clear understanding on how interdependent sub-systems (social, organisational, infrastructure) can fail during sever incidents, and the consequences thereof.Lack of resources, lack of coordination, and poor communication are endemic to severely damaged disaster environments like the 2001 Bhuj earthquake and are very commonly seen across the world. What is more important for the future is that new methods are being evolved that overcome the potential risks posed by such initial conditions for improving organizational performance. Lessons from the 2001 Bhuj earthquake highlighted in this book are still relevant and provide directions for well-designed future interventions. The book critically examines performance status of disaster management in the post DM Act 2005 period and identifies many relevant issues and challenges – including development of effective institutions for disaster risk management. At the end, the book proposes intervention strategies for strengthening and improving disaster management systems keeping in mind the latest developments and best-practices suited to Indian conditions. Drawing on the author’s decades of experience both in the domains of disaster management and technology, the book provides tips on - Emergency Operations Center design and development; Media integration into DM, emergency Resources Management systems development and Crowd management.

South Asia represents a region highly prone to natural disasters. Disasters not only disrupt the normal life of the affected communities and the countries but also impede developmental efforts. By and large, the approach of the major stakeholders has been 'reactive' rather than 'proactive'. There is indeed, a dire need for concerted and well-planned efforts to achieve risk reduction through risk identification, and sharing and transfer of information. This edited volume explores how the risk of disasters can be reduced by structural and non-structural measures with detailed, comprehensive and participatory strategies. Twenty-seven contributors, both academicians and practitioners, investigate the challenges that the region faces and how changes can be effected at the community, society, government and non-government levels to foster a culture of preparedness. The overall focus is on risk reduction through prevention, preparedness, mitigation, response, recovery, rehabilitation and reconstruction. Some case studies from different settings dealing with various disasters have also been included. Since disaster risk reduction is an area of great concern and there is absolute dearth of literature addressing this issue with regard to South Asia, this volume will be of immense utility and interest to government departments, NGOs, insurance companies, universities, training institutions, professional associates, media, general public, and students pursuing courses in disaster management.
