Dramatic scenes of devastation and suffering caused by disasters such as the 2011 Japanese earthquake and tsunami, are viewed with shock and horror by millions of us across the world. What we rarely see, however, are the international politics of disaster aid, mitigation and prevention that condition the collective response to natural catastrophes around the world. In this book, respected Canadian environmental sociologist John Hannigan argues that the global community of nations has failed time and again in establishing an effective and binding multilateral mechanism for coping with disasters, especially in the more vulnerable countries of the South. Written in an accessible and even-handed manner, Disasters without Borders it is the first comprehensive account of the key milestones, debates, controversies and research relating to the international politics of natural disasters. Tracing the historical evolution of this policy field from its humanitarian origins in WWI right up to current efforts to cast climate change as the prime global driver of disaster risk, it highlights the ongoing mismatch between the way disaster has been conceptualised and the institutional architecture in place to manage it. An earthquake shatters Haiti and a hurricane slices through Texas. We hear that nature runs rampant, seeking to destroy us through these 'natural disasters'. Science recounts a different story, however: disasters are not the consequence of natural causes; they are the consequence of human choices and decisions. we put ourselves in harm's way; we fail to take measures which we know would prevent disasters, no matter what the environment does. This can be both hard to accept, and hard to unravel. A complex of factors shape disasters. They arise from the political processes dictating where and what we build, and from social circumstances which create and perpetuate poverty and discrimination. They develop from the social preference to blame nature for the damage wrought, when in fact events such as earthquakes and storms are entirely commonplace environmental processes We feel the need to fight natural forces, to reclaim what we assume is ours, and to protect ourselves from what we perceive to be wrath from outside our communities. This attitude distracts us from the real causes of disasters: humanity's decisions, as societies and as individuals. It stops us accepting the real solutions to disasters: making better decisions. This book explores stories of some of our worst disasters to show how we can and should act to stop people dying when nature unleashes its energies. The disaster is not the tornado, the volcanic eruption, or climate change, but the deaths and injuries, the loss of irreplaceable property, and the lack and even denial of support to affected people, so that a short-term interruption becomes a long-term recovery nightmare. But we can combat this, as Kelman shows, describing inspiring examples of effective human action that limits damage, such as managing flooding in Toronto and villages in Bangladesh, or wildfire in Colorado. Throughout, his message is clear: there is no such thing as a natural disaster. The disaster lies in our inability to deal with the environment and with ourselves.

This book contributes to a better understanding of the relationship between migration, vulnerability, resilience and social justice associated with flooding across diverse environmental, social and policy contexts in Southeast Asia. It challenges simple analyses of flooding as a singular driver of migration, and instead considers the ways in which floods figure in migration-based livelihoods and amongst already mobile populations. The book develops a conceptual framework based on a ‘mobile political ecology’ in which particular attention is paid to the multidimensionality, temporalities and geographies of vulnerability. Rather than simply emphasising the capacities (or lack thereof) of individuals and households, the focus is on identifying factors that instigate, manage and perpetuate vulnerable populations and places: these include the sociopolitical dynamics of floods, flood hazards and risky environments, migration and migrant-based livelihoods and the policy environments through which all of these take shape. The book is organised around a series of eight empirical urban and rural case studies from countries in Southeast Asia, where lives are marked by mobility and by floods associated with the region’s monsoonal climate. Climate Change, Disasters and the Refugee Convention is concerned with refugee status determination (RSD) in the context of disasters and climate change. It demonstrates that the legal predicament of people who seek refugee status in this connection has been inconsistently addressed by judicial bodies in leading refugee law jurisdictions, and identifies epistemological as well as doctrinal impediments to a clear and principled application of international refugee law. Arguing that RSD cannot safely be performed without a clear understanding of the relationship between natural hazards and human agency, the book draws insights from disaster anthropology and political ecology that see discrimination as a contributory cause of people's differential exposure and vulnerability to disaster-related harm. This theoretical framework, combined with insights derived from the review of existing doctrinal and judicial approaches, prompts a critical revision of the dominant human rights-based approach to the refugee definition.
