As part of France’s opposition to the independence of its former colonies in the years following World War II, its army remained deeply invested in preventing the decolonization of the territories comprising French West Africa (FWA). Even as late as the 1950s, the French Army clung to the hope that it was possible to retain FWA as a colony, believing that its relations with African soldiers could offer the perfect model for continued ties between France and its West African territories. In The French Army and Its African Soldiers Ruth Ginio examines the French Army’s attempts to win the hearts and souls of the local population at a time of turbulence and uncertainty regarding future relations between the colonizer and colony. Through the prism of the army’s relationship with its African soldiers, Ginio considers how the army’s activities and political position during FWA’s decolonization laid the foundation for France’s continued active presence in some of these territories after independence. This project is the first thorough examination of the French Army’s involvement in West Africa before independence and provides the essential historical background to understanding France’s complex postcolonial military relations with its former territories in Africa.

Ever since, it has been argued that a small military intervention could have prevented most of the killing. In The Limits of Humanitarian Intervention, Alan J. Kuperman exposes such conventional wisdom as myth. Combining unprecedented analyses of the genocide's progression and the logistical limitations of humanitarian military intervention, Kuperman reaches a startling conclusion: even if Western leaders had ordered an intervention as soon as they became aware of a nationwide genocide in Rwanda, the intervention forces would have arrived too late to save more than a quarter of the 500,000 Tutsi ultimately killed. This book explores British post-colonial foreign policy towards Kenya from 1963 to 1980. It reveals the extent and nature of continued British government influence in Kenya after independence. It argues that this was not simply about neo-colonialism, and Kenya’s elite had substantial agency to shape the relationship. The first section addresses how policy was made and the role of High Commissions and diplomacy. It emphasises contingency, with policy produced through shared interests and interaction with leading Kenyans. It argues that British policy-makers helped to create and then reinforced Kenya’s neo-patrimonialism. The second part examines the economic, military, personal and diplomatic networks which successive British governments sustained with independent Kenya. A combination of interlinked interests encouraged British officials to place a high value on this relationship, even as their world commitments diminished. Political science has had trouble generating models that unify the study of the formation and consolidation of various types of states and empires. The business-administration literature, however, has long experience in observing organizations. According to a dominant model in this field, business firms generally take one of two forms: unitary (U) or multidivisional (M). The U-form organizes its various elements along the lines of administrative functions, whereas the M-form governs its periphery according to geography and territory. In Logics of Hierarchy, Alexander Cooley applies this model to political hierarchies across different cultures, geographical settings, and historical eras to explain a variety of seemingly disparate processes: state formation, imperial governance, and territorial occupation. Cooley illustrates the power of this formal distinction with detailed accounts of the experiences of Central Asian republics in the Soviet and post-Soviet eras, and compares them to developments in the former Yugoslavia, the governance of modern European empires, Korea during and after Japanese occupation, and the recent U.S. occupation of Iraq. In applying this model, Logics of Hierarchy reveals the varying organizational ability of powerful states to promote institutional transformation in their political peripheries and the consequences of these formations in determining pathways of postimperial extrication and state-building. Its focus on the common organizational problems of hierarchical polities challenges much of the received wisdom about imperialism and postimperialism.
