Este libro de Óscar Alarcón Núñez tiene documentos que por primera vez se divulgan y que demuestran como en distintas épocas se planteó la posibilidad de que Panamá fuera capital de Colombia. Durante la Convención de Rionegro de 1863, el general Tomás Cipriano de Mosquera propuso, sin éxito, esa posibilidad y el documento respectivo se revela, tomado del original manuscrito que el autor de esta publicación logró obtener. Alarcón Núñez también demuestra cómo el general Rafael Reyes hizo igual propuesta en noviembre de 1903, luego de la separación, con tal de que Panamá volviera a unirse a Colombia. Esto se conoce gracias a una carta manuscrita, que por primera vez el autor de esta obra divulga, que Reyes le envió a un amigo suyo desde Washington, en las que le relata el fracaso de su gestión para que el Itsmo siguiera siendo de Colombia. El autor de este texto, además de revelar tan importantes documentos, hace, con su habitual estilo de mucho en serio y algo en broma, un pormenorizado análisis de las circunstancias en que se produjo la anexión y las varias separaciones de Panamá, especialmente la definitiva de 1903, recordando quienes fueron los principales protagonistas de esos hechos. La separación de Panamá ha sido uno de los hechos menos conocidos y más importantes de la historia, razón por la cual el Politécnico Grancolombiano publica este libro para vincularse a los actos conmemorativos del bicentenario de la Independencia.
