This book explores how ordinary Arab-speaking social media users have reacted to propaganda from the Islamic State, rather than how IS propaganda has targeted ordinary users, thus providing a change in perspective in the literature. The authors provide a comprehensive account of the evolution of the Arabic discourse on IS, encompassing all phases of the Caliphate’s political evolution, from the apogee of the Islamic State in October 2014 to the loss of its unofficial capital of Raqqa in September 2017. Taking into account key events, the book also considers the most recurrent topics for IS and its opponents who engage in the Twitter conversation. The analysis is based on around 29 million tweets written in the Arabic language, representing a random sample of around one-third of all Arabic tweets referring to IS over the 2014-2017 timeframe.

The United States government-backed by the overwhelming support of the American public-takes a hard line against international terrorism. The tenets of official U.S. counterterrorist policy are: make no concessions or deals with terrorists; bring them to justice for their crimes; isolate and apply pressure on states that sponsor terrorism; and bolster the counterterrorist capabilities of countries willing to work with the United States. While these tenets are sound principles, their application, specifically overseas, raises difficult questions. Does the "no deal" policy actually deter terrorists acts? Are there cases where agreements might reduce terrorism, while advancing other U.S. interests? Do isolation and pressure really force offending states to alter their support for terrorists? What factors affect the willingness, not just the capability, of foreign governments to help the United States in counterterrorism? In this critical study, a career CIA officer provides a guide to constructing and executing counterterrorist policy, urging that it be formulated as an integral part of broader U.S. foreign policy. In the first four chapters, Paul R. Pillar identifies the necessary elements of counterterrorist policy, he examines why the United States is a prime terrorist target, and he reveals why the counterterrorist policies that seem strongest are not always the most effective. In common with many other parts of the world, the region of South Eastern Europe (SEE) faces a significant terrorist threat. Countering this threat represents a major security challenge for government agencies in the region and their partners, and although important counterterrorism advances have been made by NATO nations over the past decade, the complex history, geography, culture, socio-economic and political dynamics of the area mean that these advances need to be contextualized and modified to suit the regional situation. This book presents the contributions to the NATO Advanced Training Course (ATC) 'Countering Terrorism in South Eastern Europe' held over five days at Lake Ohrid, Macedonia, in February 2016. The conference hosted presenters from 15 different countries, and government representatives from the nations of the Balkan region, including Macedonia, Slovenia, Bosnia and Herzegovina, Montenegro, Albania, Bulgaria, Croatia, and Kosovo. The course consisted of five central priorities: contemporary global terrorist practices, radicalization processes and recruitment techniques; terrorist use of cyberspace; legal aspects of countering terrorism; building resilient societies; with the final priority concentrating on SEE counterterrorism. What is ISIS? A quasi-state? A terrorist group? A movement? An ideology? As ISIS has transformed and mutated, gained and lost territory, horrified the world and been its punch line, media have been central to understanding it. The changing, yet constant, relationship between ISIS and the media, as well as its adversaries’ dependency on media to make sense of ISIS, is central to this book. More than just the images of mutilated bodies that garnered ISIS its initial infamy, the book considers an ISIS media world that includes infographics, administrative reports, and various depictions of a post-racial utopia in which justice is swift and candy is bought and sold with its own currency. The book reveals that the efforts of ISIS and its adversaries to communicate and make sense of this world share modes of visual, aesthetic, and journalistic practice and expression. The short tumultuous history of ISIS does not allow for a single approach to understanding its relation to media.
