The organization of the page as a technological device and our acquisition of information from it were subjects of keen interest to psychologists and designers a century ago. Research on the topics proceeded briskly for more than a quarter of a century then, and was brought together in the still useful survey and analysis of them all that E. B. Huey published in 1908 as "The psychology and pedagogy of reading, with a review of the history of reading and writing and of methods, texts, and hygiene in reading. " Research on the psychological aspects of literacy tended to diminish after that peak, but research on design and on the technology of presenting infor mation has flourished apace meanwhile. Perhaps somewhat stimulated by the reissue of Huey's book by MIT Press in 1968, psychologists have returned to the study of literacy. The symposium that the present volume reports was an effort to bring together again psychologists interested in literacy and related forms of information acquisition, graphics designers, and engineers actively involved in the development and deployment of the newer technology. During this century, psychologists, graphics designers, and engineers have lost much of the mutual communication that their joint enterprise should encourage. This volume is being published for two reasons. The first is to present a collection of previously published articles on the subject of programming methodology that have helped define the field and give it direction. It is hoped that the scientist in the field will find the volume useful as a reference, while the scientist in neighboring fields will find it useful in seriously acquainting himself with important ideas in programming methodology. The advanced student can also study it-either in a course or by himself -in order to learn significant material that may not appear in texts for some time. The second reason for this volume is to make public the nature and work on programming methodology of IFIP Working Group 2.3, hereafter called WG2.3. (IFIP stands for International Federation for Information Processing.) WG2.3 is one of many IFIP Working Groups that have been established to provide international forums for discussion of ideas in various areas. Generally, these groups publish proceedings of some of their meetings and occasionally they sponsor a larger conference that persons outside a group can attend. WG2.3 has been something of a maverick in this respect. From the beginning the group has shunned paperwork, reports, meetings, and the like. This has meant less pUblicity for IFIP and WG2.3, but on the other hand it has meant that meetings could be devoted almost wholly to scientific discussions.

Try to imagine a railway network that did not check its rolling stock, track, and signals whenever a failure occurred, or only discovered the whereabouts of its lo comotives and carriages during annual stock taking. Just imagine a railway that kept its trains waiting because there were no available locomotives. Similar thoughts could apply to any transport network of trucks, buses, or taxis covering a wide geographical area. It is quite clear that the quality of service and safety, and the cost efficiency of any network depend on the effective and timely man agement of network resources. The same is true of telecommunications networks. For a long time now, telecom munications networks have been designed and built with remote monitoring and control devices. The very dimensions of networks and the need to intervene rap idly in the event of an incident made these devices imperative. On the other hand, the means of measuring quality of service did not appear till much later. Data transmission networks developed during the 1970s were often designed without any network management features. The technical traditions of the world of information technology had been forged on small systems with just a few dozen terminals spread over a small area. At the time, the extension of networks to cover wide geographical areas was not perceived as a change of dimension.
