Terrorist financing is a critical issue in the current fight against transnational terrorist networks or groups. Conceptually, this issue is considered one of numerous types of terrorist support activities; however, as the author argues quite persuasively, it may be the most important of these activities. Major Wesley Anderson initially developed the concept for this paper while a student at the Army Command and General Staff College and with the School for Advanced Military Studies (SAMS) at Fort Leavenworth, Kansas. SAMS published an original version of this monograph electronically in April 2007. Joint Special Operations University (JSOU) asked the author to adapt his work to JSOU's monograph requirements for adding to its series of works on terrorist networks and their support structures.Major Anderson provides an excellent overview of terrorist financing and expands upon how it fits into the broader construct of threat financing. He articulates the significant challenges any government faces in trying to interrupt the terrorist networks use of the global financial system. The sheer immensity of this system provides ample opportunity for terrorists to operate undetected or unhindered. He also highlights that the very international nature of the global economic system presents enormous challenges in trying to coordinate amongst the almost 200 sovereign states that comprise the current world order.

Prakash Singh's monograph on the threat that insurgencies in northeast India present to the national government provides an excellent insight into a significant security challenge to the Indian state. The troubles in the eight northeastern states highlighted in Mr. Singh's work are frequently overlooked in the West when people look at India's security concerns, which often focus on other more widely known security challenges, both internal and external.

Future-proof your business today for stronger performance tomorrow The Stress Test Every Business Needs: A Capital Agenda for Confidently Facing Digital Disruption, Difficult Investors, Recessions and Geopolitical Threats provides a comprehensive approach to creating value and flexibility in an increasingly volatile business environment that presents both great risks and opportunities every day. The authors extend the banking “stress test” concept to a company’s Capital Agenda — how executives manage capital, execute transactions and apply corporate finance tools to strategic and operational decisions. Having a static Capital Agenda, however appropriate for your current market position, is not enough in today's uncertain world. Long-term success comes from building resilience into each element and in the way those elements interact. The book uses a broader definition of business stress that includes traditional macroeconomic and geopolitical risks, as well as technological disruption, hostile takeovers and activist shareholders. Companies that make poor strategic decisions or underperform operationally will likely find themselves facing great stress. And that stress is symmetric; threats come from downside risks and from missed opportunities. The chapters address the how and why of essential issues such as: Formulating corporate strategy in a digital world Pre-empting activist shareholders Restoring distressed companies to operational and financial health Ensuring effective collaboration among strategy, finance and operations Getting the most out of your advisors Proactively managing intrinsic value Rigorously allocating capital across the enterprise Acquiring and divesting for optimum value Syncing financing decisions with business strategy and capital market conditions Incorporating tax planning throughout the Capital Agenda Liberating excess cash with leading working capital management practices Aligning strategic goals and metrics to reach your company’s full potential Companies that develop strategy and set operational priorities with a balanced Capital Agenda are best positioned to control their own destiny. The Stress Test Every Business Needs provides a roadmap to future-proof your business today for stronger performance tomorrow.

Throughout history, innovators have disrupted existing financial services norms to change the landscape of the marketplace. Disruptive Fintech briefly traces fractional reserves, the creation of bank currency that traded at a premium to bullion value, central bank regulation, securitization of assets and loans, the current state of digital currency and electronic payments. The author then looks toward the future of fintech and the forces of disruption that will change the landscape of financial life as we know it. Using over 100 interviews with thought leading CEOs, this book develops a methodology to identify financial services that are ripe for innovation and discusses how innovative thinking can be used as a disruptive weapon to attack incumbents and create effective new fintech models. The book discusses How to relate historical innovations and disruptions in financial services to the current landscape How to follow a process to identify the threats facing incumbent processes and businesses, and how innovative thinking can be used as a disruptive weapon to attack incumbents and create effective new fintech models How many fintech innovations will be constructed by re-arranging or re-purposing existing core processes In this insightful book, author James Deitch, CPA CMB, argues that some of today’s high-flying fintech innovators will flourish, but many may perish as the fire of innovation consumes those fintechs that are slow to monetize their promises.

It is a well established axiom that attempting to defeat an insurgency or a terrorist organization headon is merely treating the symptoms of a problem. For long-term success, the campaign must also address the root causes of the insecurity that spawned conflict in the first place. In this monograph, British academic and practitioner Dr. Shima Keene describes a number of ways in which financial intelligence can be leveraged not only to disrupt adversary activities, but also to provide indicators and warnings of future actions and, ultimately, to address underlying insecurities. Dr. Keene was previously both a banker and a British Army reservist. In this monograph, she uses her expertise as a threat finance specialist to outline specific areas where financial intelligence analysis techniques, which are common in the private sector, can be applied to combating insurgency, terrorism, and other hard security threats.

This Letort Paper describes effective Counter Threat Finance strategies as a specific area where the capability of U.S. and allied militaries can be augmented for the purpose of targeted action against adversaries. With appropriate analysis and exploitation, financial data can be used to reveal patterns of enemy behavior, motivations, and possible intentions as well as lifestyles and networks, all of which will impact directly upon military operations within a counterinsurgency environment. The targeting of the financial, and perhaps more importantly, the economic base of an organization, will not only impact the operational capability of that organization, but can ultimately lead to its destruction. To date, these strategies have been used predominantly for the purpose of disruption. However, the potential application of such strategies goes far beyond-they have the potential to be a multifaceted weapon, capable not only of disruption of the enemy, but of detecting impending instability. Specific recommendations are proposed for making best use of the potential for financial intelligence as part of an integrated strategy for both forecasting and countering contemporary security threats.

This paper discusses the impact of the rapid adoption of artificial intelligence (AI) and machine learning (ML) in the financial sector. It highlights the benefits these technologies bring in terms of financial deepening and efficiency, while raising concerns about its potential in widening the digital divide between advanced and developing economies. The paper advances the discussion on the impact of this technology by distilling and categorizing the unique risks that it could pose to the integrity and stability of the financial system, policy challenges, and potential regulatory approaches. The evolving nature of this technology and its application in finance means that the full extent of its strengths and weaknesses is yet to be fully understood. Given the risk of unexpected pitfalls, countries will need to strengthen prudential oversight.
