This open access book discusses political, economic, social, and humanitarian challenges that influence both how people deal with their past and how they build their identities in contemporary Europe. Ongoing debates on migration, on local, national, inter- and transnational levels, prove that it is a divisive issue with regards to understanding European integration and identity. At the same time, the European Union increasingly invests in projects related to European heritage, museums, and cultural memory networks, while having to take dissonant heritages into account. These processes in their combination offer an interesting dynamic and form the complex puzzle that poses challenging questions for anyone involved in academic research, heritage practices, and policy debates. With this puzzle at its core, this book explicitly focuses on slippery and transforming notions of Europe and critically discusses ongoing and transforming power structures of heritage and memory in today’s Europe. The book combines theoretical and methodological contributions to the debates on European heritage and memory studies and in-depth analyses of empirical case studies. Its main aim is to bring research fields concerning memory and heritage into a closer dialogue and thus explore the cultural and political dynamics of contemporary Europe.

Creating and Governing Cultural Heritage in the European Union: The European Heritage Label provides an interdisciplinary examination of the ways in which European cultural heritage is created, communicated, and governed via the new European Heritage Label scheme. Drawing on ethnographic field research conducted across ten countries at sites that have been awarded with the European Heritage Label, the authors of the book approach heritage as an entangled social, spatial, temporal, discursive, narrative, performative, and embodied process. Recognising that heritage is inherently political and used by diverse actors as a tool for re-imagining communities, identities, and borders, and for generating notions of inclusion and exclusion in Europe, the book also considers the idea of Europe itself as a narrative. Chapters tackle issues such as multilevel governance of heritage; geopolitics of border-crossings and border-making; participation and non-participation; and embodiment and affective experience of heritage. The book focuses on international cultural relations dealing with cultural heritage in terms of heritage diplomacy. The contributors discuss the potentials and limitations of heritage diplomacy and how it could be approached in theory, policy, and praxis. Cultural heritage is an essential element in transmitting values, establishing narratives of historical and contemporary connectivity, and creating subjective and collective identities and a feeling of belonging. During the past decade, the potential of cultural heritage for state foreign policy and in international heritage governance has attracted increasing interest among heritage scholars. This potential, however, remains under-researched in the broader spectrum of international cultural relations. This volume aims to critically explore the previous research on heritage diplomacy, develop its theoretical basis and scope, and thereby extend the discussion to new topics and themes. The articles extend the discussion of cultural heritage from its role in ‘soft power’ and foreign policy to a dialogic approach within international cultural relations. Such an approach deconstructs existing hierarchies in domestic and international power relations and understands cultural heritage as a contact zone that fosters people-to-people connectivity and cooperation based on trust. How does a city and a nation deal with a legacy of perpetrating atrocity? How are contemporary identities negotiated and shaped in the face of concrete reminders of a past that most wish they did not have? Difficult Heritage focuses on the case of Nuremberg – a city whose name is indelibly linked with Nazism – to explore these questions and their implications. Using an original in-depth research, using archival, interview and ethnographic sources, it provides not only fascinating new material and perspectives, but also more general original theorizing of the relationship between heritage, identity and material culture. The book looks at how Nuremberg has dealt with its Nazi past post-1945. It focuses especially, but not exclusively, on the city’s architectural heritage, in particular, the former Nazi party rally grounds, on which the Nuremburg rallies were staged. The book draws on original sources, such as city council debates and interviews, to chart a lively picture of debate, action and inaction in relation to this site and significant others, in Nuremberg and elsewhere. In doing so, Difficult Heritage seeks to highlight changes over time in the ways in which the Nazi past has been dealt with in Germany, and the underlying cultural assumptions, motivations and sources of friction involved. Beyond Trawlertown takes a journey through the British distant-water fishery and its port-city connections in an era of disruption. In 1976, defeat in the Anglo-Icelandic Cod Wars saw the British trawling fleet excluded from their traditional hunting grounds. Combining with wider global factors, the move brought an end to long-established trawling practices, with profound social, economic and cultural repercussions. Through a case study of the port of Hull, oral history and archival research explore the challenges, responses and legacy of rapid change. Although the emphasis is on Hull, this is far from a local history. Hull’s position among the world leading distant-water pioneers gives the story international significance. Focusing on memory, lived experience and place, the book goes beyond established narratives. Personal acts of remembering offer cultural perspectives on how global events and marine policy impact upon the seafaring communities that live with the consequences. The Cod Wars signaled an end, yet amid the disruption there were also new beginnings.
