"This Air University Advanced Research paper focuses on the need for Command and Control (C2) evolution in order to remain a lethal force when operating in future Contested, Degraded, and Operationally Limited (CDO) environments, specifically in regards to airlift operations within the Mobility Air Force (MAF) for units operating within the proximity of near-peer adversaries. There are many components and challenges to distributed or dislocated operations like base operating support, security support, joint operations, and more; however, the scope of this research will discuss future C2 challenges as well as a potential way forward. The 2018 National Defense Strategy laid the groundwork for a transition from a post-Cold War era to embrace the uncertainties presented within the changing global environment. The Department of Defense (DoD) was charged with developing a lethal, agile, and resilient force posture as well as dynamic force employment. Agile Combat Employment (ACE) objectives focus U.S. efforts towards maintaining flexibility in theater, readiness to respond to contingencies, and ensure long-term warfighting readiness. Long-term operations within a CDO environment will inevitably force units to operate out of distributed locations to increase survivability and sustainability; however, this new way of operating will lead to a potential restructure of current Command and Control (C2) procedures. Current methods are consolidated in one physical location, bypass critical links in the communication chain, and leave U.S. forces vulnerable to disruptions; where a decentralized approach to C2 in short durations may prove vital for sustained long-term force success going into the next generation."--Abstract.

A key technical issue for future Air Force systems is to improve their ability to survive. Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.

In the Marine Corps' "distributed operations" (DO) concept, distributed squads and platoons control large areas by coordinated tactical actions, acquiring ISR (intelligence, surveillance and reconnaissance) sensor data directly or from external sensors while calling on external firepower and reliable long-range resupply. With small units (vs. battalions) given tactical initiative, their leaders' situation-awareness burdens become major issues, also squads' radio connectivity and casualty care. DO battalions need more radios, as radio links now extend below company level up to 200 km range. DO units must move more equipment greater distances, worsening current soldier overloads. Their resupply and maintenance needs increase sharply over those of non-DO units, yet current air/surface resupply is inadequate for real-time precision delivery at longer range. These issues mandate a unified "DO Marine as system" S & T push by USMC, ONR and DARPA (e.g., robotic ground/air resupply, airborne radio relay, medical sensors, artificial blood), major ONR additions to USMC S & T funding, and maximal leveraging of DO-relevant Army and DARPA S & T.
