In its report examining the work and performance of the Department for Innovation, Universities and Skills (DIUS), set up 18 months ago, the Innovation, Universities, Science and Skills Committee finds that the department has not yet found its feet and it is too early to say if it will achieve the Prime Minister's ambitious targets. The DIUS annual report is 'impenetrable' and 'peppered with jargon', and the Committee fears that the jargon may be a substitute for having a clear idea about where DIUS is going and how it will achieve the Prime Minister's goals to make Britain one of the best places in the world for science, research and innovation. Examples of innovation in DIUS's own operations were disappointing, and the Committee also has doubts about the way DIUS presents figures and calls for the statistics in future annual reports to be reviewed independently. The Committee also expresses concern about the approach of the Government's new Chief Scientific Adviser to his role as a champion of evidence-based science, and draws attention to Professor Beddington's evidence on homeopathy in which he did not take the opportunity to restate the importance of scientific process and to emphasise the need for balance of scientific evidence. The customary, strong public voice from the Government Chief Scientific Adviser advocating policy based on evidence-based science must not become muted. The Committee also recommends that DIUS: develops a consistent method for ensuring policy is soundly based on evidence; faces up to and addresses the criticisms it received in the Capability Review; shows clearly how £1.5 billion in efficiency savings it has promised will be generated.

The Innovation, Universities, Science and Skills Committee calls for urgent changes in the higher education sector in this report examining students' university experience. The report says the current system for safeguarding standards is out of date, inconsistent and should be replaced. The Quality Assurance Agency should be transformed into an independent Quality and Standards Agency with a specific standards remit. The Committee also says that the culture at the top of the sector should change. The Committee found defensive complacency in the leadership of the sector and no appetite to explore key issues such as the reasons for proportional increase in first and upper second class honours degrees in the past 15 years. Support for and treatment of part-time and mature students should be improved - the current system amounts to a form of discrimination. The Government's forthcoming review of fees needs to examine all aspects of support for these students. The report also says: further education colleges should play a larger role in the development of higher education; the Government should help create a credit transfer system which will allow credit earned in one institution to be transferred to another; schemes such as those run by Leeds University for students from disadvantaged backgrounds should be standard practice across the sector; there is a lack of consistency across the higher education sector and codes of practice applying to all institutions receiving public money should be introduced; elements of chance in the admissions process should be reduced so that students get a fairer deal on access to university.

This report considers a broad issue-why science and engineering are important and why they should be at the heart of Government policy-and three more specific issues-the debate on strategic priorities, the principles that inform science funding decisions and the scrutiny of science and engineering across Government. It revisits recommendations made in "Engineering: turning ideas into reality" (4th report session 2008-09, HC 50-I, ISBN 9780215529268). The Committee reiterates its call for the Government to move the Government Chief Scientific Adviser and his Government Office for Science into the heart of Government, the Cabinet Office. It also urges the Government to safeguard the independence of all Science Advisory Committees and make a number of recommendations on how this might be achieved. For example, transparency could be improved and setting up a press office in GO-Science would give SACs an independent voice. The principles that govern UK science funding decisions are discussed, and the report advocates a principle that can accommodate regional science policy, the full range of research funding streams, mission driven research, and the rationalisation of detailed and strategic funding decisions. Finally, the report welcomes changes to the Government's internal science scrutiny programme, and the House of Commons' decision to reinstate the Science and Technology Committee.

The new Department for Business, Innovation and Skills (DBIS) was formed in June 2009 by the merger of the Department for Business, Enterprise and Regulatory Reform (BERR) and the Department for Innovation, Universities and Skills (DIUS). This report looks back on the last departmental report of the old Department for Business, Enterprise and Regulatory Reform and considers the progress made in moving forward the new Department. The Committee welcomes the creation of the new Department which brings under one roof the business and further and higher education sectors. The Committee believes this could deliver significant potential benefits. The report examines the merger process, the delivery agencies, public service agreements and departmental strategic objectives, and future departmental reports and resource accounts. The report also focuses on the Automotive Assistance Scheme, designed primarily to support investment in low carbon plant and research and development. It welcomes the lowering of the limit of the Scheme from £5 million to £1 million, in line with its recommendation made in July, but is deeply concerned that not a single loan or loan guarantee has been made under the programme. The Committee calls on the Government to expedite its negotiations, and prove to the Committee and the automotive industry that the Scheme can provide tangible benefits to companies in the sector.

In its report examining the impact of Lord Leitch's 2006 review of skills ("Prosperity for all in the global economy - world class skills", 2006, ISBN 9780118404860), the Innovation, Universities, Science and Skills Committee says the Government must place re-skilling at the heart of its skills policy in order to meet the challenges of recession and redundancies. Re-skilling rather than up-skilling should be the priority as redundancies force people to move to other sectors. Government focus should be on tackling skills shortages and approaching skills as part of wider national economic development planning. The Committee recommends that more flexibility is built into training support to ensure skills development meets current and future demand. The abolition of the Learning and Skills Council and the creation of a new Skills Funding Agency for post-19 training could add to existing confusion about training and skills provision. The system must be simplified and the Government should quickly provide clarity on the roles of the different organisations and ensure the system can be understood by its users. It is essential that the Government's Train to Gain programme is made flexible enough to deal with rapid adjustments for unemployed people who need quick re-training. Aspects of Train to Gain are currently failing to satisfy different demands and unless the programme is radically re-focused one of Leitch's central reform planks will be lost. The sustainability of co-funded higher education courses is a concern and the Committee warns that the current economic downturn may affect the willingness of employers to meet the required level of investment.
