Following 9/11, the securitization of state practices and policies has chipped away at the citizenship and personal rights of all Canadians, particularly those of Arab descent. This book argues that in a securitized global context and through racialized immigration and security policies, Arab Canadians have become "targeted transnationals." Media representations have further legitimized their homogenization and racialization. The contributors to this book examine state practices towards, and media representations of, Arab Canadians. Although nationalism and ethnicity have long been associated with minority populations, an emerging literature looks at how the state and/or a majority group interact with minorities, and how, behind the expression of the nation promoted by the state, there is often an ethnic core. This book contributes to this emerging literature on dominant nationalism and dominant ethnicity by presenting multidisciplinary contributions that center on how states deploy their own nationalism, and how the state's nation-building and nation-consolidating processes are very often spearheaded by a specific ethnocultural group. It focuses on the interrelated issues of identity, federalism and democracy. Dominant nationalism and ethnicity involve the projection, the promotion, and sometimes the imposition by the state and/or a dominant group of an identity, which can be challenged, negotiated and/or resisted by minority groups. This brings questions for democratic practices, since it raises the issue of self-rule. Since dominant nationalism and ethnicity are shaped by ideas and institutions relating to the territorial division of power, federalism is crucial for understanding these phenomena. The book is amongst the first to look at dominant nationalism and ethnicity from historical, theoretical, empirical and normative perspectives.

Le projet de ce livre est né après la publication du rapport de la Commission Bouchard-Taylor, en mai 2008, avec pour objectif de recueillir les réactions d’universitaires sur le contenu du rapport et, plus largement, sur l’état de la diversité au Québec. Le symposium Penser la diversité québécoise, organisé à l’automne 2008 à l’UQAM, a réuni les différents collaborateurs de cet ouvrage et a servi de point de départ aux discussions et délibérations des auteurs. Le débat sur la diversité au Québec est loin d’être clos, comme le démontrent l’actualité politique ainsi que les idées et opinions exprimées dans les médias – pluralisme, laïcité, accommodements raisonnables, diversité... Ce livre apporte une contribution originale en ce sens qu’il cherche, au-delà de l’enjeu des accommodements culturels, à replacer le débat sur le pluralisme culturel et religieux dans le contexte du devenir de la nation québécoise. La diversité est devenue un incontournable dans la définition du vivre-ensemble au Québec. En réponse à la « crise » des accommodements raisonnables, la Commission Bouchard-Taylor devait clarifier les rapports entretenus par la société québécoise avec le pluralisme culturel et religieux, et recommander des ajustements souhaitables. Or, deux ans après le dépôt du rapport final de la commission, ses deux principales recommandations – un énoncé de politique sur l’interculturalisme et un livre blanc sur la laïcité – sont restées lettre morte. Pourquoi ? Le statu quo n’est certes pas une option, et le retour à une certaine paix sociale dans les rapports interculturels ne justifie pas l’inertie politique. Les Québécois demeurent en quête de repères collectifs et communautaires permettant de concilier les différences et la vie commune. Ce livre dresse un constat sans complaisance du rapport Bouchard-Taylor et s’interroge sur les particularités de la diversité au Québec. Il cherche également à replacer le débat sur le pluralisme dans le contexte de la précarité de la nation québécoise dans l’ensemble canadien.

Since the mid-1970s, many developed states have reduced the size and scope of their welfare systems. At the same time, states have faced growing demands for self-government from national minorities. These twin processes have had a substantial impact upon the structure, power and legitimacy of the state, yet few have considered their inter-relationship. This book aims to fill this gap by conducting a focused comparison of nationalism and welfare development in Scotland and Quebec. The recent emergence of Scottish and Québécois nationalism took place against a backdrop of welfare retrenchment. Did the post-war welfare state contain these territorial identities and strengthen attachment to the state among Scots and Quebecers? Did the retrenchment of state welfare lead to demands for greater self-government? Demands for Scottish self-government led to the creation of the Scottish Parliament and the devolution of power over wide areas of social policy. The book examines the complexities of welfare development in multi-level states, drawing upon the Quebec-Canada experience to explore the relationship between nationalism and welfare development in post-devolution Scotland.
