For ethnic minorities in Europe separated by state borders—such as Basques in France and Spain or Hungarians who reside in Slovakia and Romania—the European Union has offered the hope of reconnection or at least of rendering the divisions less obstructive. This book provides a major empirical analysis of differing attitudes to European integration in three of Europe's most important countries: Germany, Spain, and the United Kingdom. From its beginnings, the European Union has resounded with debate over whether to move toward a federal or intergovernmental system. However, Juan Díez Medrano argues that empirical analyses of support for integration--by specialists in international relations, comparative politics, and survey research--have failed to explain why some countries lean toward federalism whereas others lean toward intergovernmentalism. By applying frame analysis to a unique set of primary sources (in-depth interviews, newspaper articles, novels, history texts, political speeches, and survey data), Díez Medrano demonstrates the role of major historical events in transforming national cultures and thus creating new opportunities for political transformation. Clearly written and rigorously argued, Framing Europe explains differences in support for European integration between the three countries studied in light of the degree to which each realized its particular "supranational project" outside Western Europe. Only the United Kingdom succeeded in consolidating an empire and retaining it after World War II, while Germany and Spain each abandoned their corresponding aspirations. These differences meant that these countries' populations developed different degrees of identification as Europeans and, partly in consequence, different degrees of support for the building of a federal Europe.

Brexit, populism, and Euroscepticism seem to have challenged old assumptions about European integration and raised the prospect of disintegration. This book re-examines why the European Union and its forerunners were created and investigates how and why they have changed. It links contemporary events to historical explanation, arguing that there were long-term sets of conditions, dating back to the 1920s, which pushed European governments to cooperate economically and to try to resolve their diplomatic differences. The failure of the French and German governments to create what Aristide Briand had called a 'European federal union' demonstrated both the precariousness of the enterprise and its connection to the domestic politics of European states. After 1945, the unexpected advent of a 'Cold War' and the military, diplomatic and economic presence of the United States in Europe facilitated the gradual development of habits of cooperation and institutional 'integration', but they also placed limits on European governments' activities, as did disagreements between political parties and the expectations of citizens. As a consequence, supranational bodies such as the European Commission have been accompanied - and often overshadowed - by intergovernmental institutions such as the European Council, with the EU as a whole functioning in important respects as a type of confederation. The volume addresses a series of large-scale historical questions which are integral to an understanding of the European Union. It asks how and why citizens of member states have identified with the EU; how matters of 'security' affected the development of the European Community during and after the Cold War; whether economic and social convergence have taken place, and with what consequences; and why European institutions have come to function as they have. The study is thematic, focusing on the most important aspects of European integration and explaining why member states have decided to carry out - or have consented to - the unique experiment of the European Union.

Secessionist (also called, nationalist, or pro-independence) political parties exist in many countries in the developed world; they raise—and then spend—a lot of money, win votes in elections, and their elected officials serve in seats in local, regional, and national parliaments. Yet, despite all of this effort, there has not been a successful case of secession since 1921 when the Irish Free State effectively seceded from the United Kingdom (UK). Perhaps the biggest issue is that these secessionist political parties have rarely been popular enough to form a government even amongst their core ethnic group. This is further compounded by the fact that secessionist parties have historically been unable to win support from immigrants or people outside their core ethnic and/or linguistic group. Given this context, four central questions are posed in this study including: whether—and also why—any of the secessionist parties have transitioned from ethnic-based to civic-based policy platforms? Why have these secessionist parties not yet achieved independence? And, what role does the European Union (EU) play in facilitating or deterring secession in independence-seeking regions within member states? This study examines three different cases—Flanders in Belgium, Scotland in the UK, and Catalonia in Spain—to investigate how secessionist political parties are approaching the issue of independence. All of the cases are different with respect to history, governmental structure, and economic situation. Yet all of the cases are similar in some ways—they are close to the same size (in terms of population), operate within mature democratic political systems, have distinct secessionist political parties, and all reside within member states of the EU. Categorically, in all cases, there are also shared influences of the ability of the region to secede: institutions, interests, and ideas.

The hidden federal features of the European Union help explain the challenges of legitimacy, democracy and freedom that face an unfinished political community. Ideas about federalism and the reality of existing federal states cannot be sharply divided in an analysis of the EU’s multilevel political order, but so far, both scholars and major decision makers have shown interest only in the normal functioning of federal systems: ignoring the dilemma of the federation’s legitimate authority has resulted in an existential crisis for the EU which has become ever more manifest over recent years. This book employs a combination of political philosophy and political science, of federal philosophic ideas and their traces in real federal institutions, in order to achieve the task of understanding the federal features of the EU governance system. The first part of the work focuses on building an appropriate theoretical framework to explain the new meanings attached to familiar notions of democracy, legitimacy and citizenship in the context of a political community like the EU. In the second part the federal features of the EU’s political system are examined in comparison to other current and historical federal perspectives like the US, Switzerland, Yugoslavia and Germany. Through an analysis of the hidden federal aspects of the EU and the links between hidden federalism and the EU’s legitimacy crisis, this book reveals the patterns that should be avoided and gives us guidelines that should be followed if the EU is to become democratic and politically united without jeopardising the state character of its members.
